A couple of weeks ago I presented at the World Bank Land and Property Research Conference in DC, on a panel on Inheritance and Intergenerational Wealth Transmission chaired by Robin Mearns! I presented work (joint with Sankalp Sharma) on the 2005 Hindu Succession Amendment Act, which granted Hindu, Sikh, and Jain women equal inheritance rights to ancestral land. Using 1.36 million digitized land records from Haryana and a diff-in-diff design that exploits the fact that Muslims and Christians were unaffected, we find that the reform did get more daughters' names onto land records, but proportional ownership shares barely moved. Families seem to be complying on paper without actually redistributing control over land. This paper is part of a broader research agenda I'm building on land markets in India using digitized land records and transactions data — more to share on that in the coming months. The other papers on the panel, on Burkina Faso, Nigeria, and Pakistan, pointed to a common thread: legal reform is a necessary but very partial instrument when norms around land are sticky. Households find margins of adjustment that the law doesn't anticipate, and gender-neutral reforms on paper can play out very differently for women in practice.
