As part of some work the World Broadband Association (#WBBA) is undertaking on the future direction of broadband in #Europe it is worth thinking about how policymakers should assess what constitutes a high-quality broadband connection and the importance of the overall broadband subscriber experience. The Digital Decade 2030 sets targets of every household having access to a 1Gbps downstream connection. The EC’s definition of a Very High Capacity Network also includes reference to areas including #resilience, #latency and #jitter and makes reference to IP service availability, round-trip IP packet delay and IP packet delay variation parameters. But can policymakers be more ambitious or are there areas they should track closely? In terms of speeds policymakers can monitor whether operators are delivering the speeds that they promise to their customers up to their modems. Regulators in some countries like the Netherlands have introduced rules on the speeds operators can market. These rules can include reaching certain speed thresholds at peak traffic hours but such regulation is not universal. Even if adoption of high speeds to subscribers’ homes is high this means little if such speeds cannot be received by subscribers on their devices. Is there room for policymaker innovation here, for example, with new architectures such as #FTTR? Policymakers also need to consider the growing salience of latency in light of the importance of real time applications. US cable operator #Comcast is using the Low Latency DOCSIS specifications, a core component of which is the IETF Low latency, low loss, scalable throughput (#L4S) architecture. Comcast had already enabled 7 million homes with the technology as of mid-2025. The initial results of the deployment have been promising and Comcast has stated it can reduce working latency by 75%. L4S can also play an important role in reducing latency variability or jitter. Policymakers should track this technology and its adoption and note how any latency reductions can feed into their views of what constitutes a high-quality broadband connection. Policymakers should also think broadly about what constitutes a reliable and resilient broadband connection. Post-pandemic, reliability is often cited by consumers as the most important element of a broadband service by consumers. This could include consideration of areas such as battery backup for #FTTP connections in the case of power outages. Hybrid routers incorporating cellular back up could also be important in delivering a resilient service. Is there more that could be done in this area? Further areas for policymakers to examine include the security of a broadband connection which is also an important consideration for consumers. AI in broadband has entered 2026 with a very different energy compared to last year. What felt experimental in 2023 and became increasingly promising in 2024 has now become a central pillar of how networks are optimised by operators and experienced by customers. From automated troubleshooting to intelligent service orchestration, the likes of Agentic-AI have enormous potential in our sector.    But AI’s impact will only ever be as good as the data that is fed into our networks.   High-quality data helps broadband networks sense, plan and act. Data accuracy will lay the foundations for autonomous networks but without trusted data collection, even the most advanced algorithms will fail.   It is critical that telecom providers get their data modelling right before making investment into AI.
