Definitions Stablecoins are crypto tokens pegged to a fiat currency, commodity, or basket of assets to maintain stable value. CBDC is a sovereign digital currency issued and backed by the Reserve Bank of India (RBI) — legally equivalent to cash. Key Differences Issuer: CBDC = central bank; Stablecoin = private issuer. Backing: CBDC = state-backed; Stablecoin = privately collateralized. Policy Control: RBI sees stablecoins as a risk to monetary sovereignty, while CBDCs strengthen it. Regulation: India has no stablecoin-specific law; they fall under Virtual Digital Asset taxation (30% + 1% TDS). Use-Cases: CBDC for retail, wholesale, and cross-border pilots; stablecoins mainly for fast, borderless transactions. Recent Developments (India) The RBI launched a retail sandbox for its digital rupee (e₹) on 8 Oct 2025 to test real-world CBDC applications. CBDC circulation grew to ₹1,016 crore (Mar 2025) from ₹234 crore a year earlier. RBI Deputy Governor: Stablecoins “risk replacing national currency and policy sovereignty.” RBI Governor: Urged global peers to prioritise CBDCs over stablecoins for cross-border efficiency.
