MAS and the Bank of Thailand (BOT) signed a Memorandum of Understanding (MoU) on Cybersecurity Cooperation and Digital Fraud Protection. The MoU formalises and expands the ongoing collaboration between MAS and BOT to strengthen cyber resilience and combat digital fraud across their respective financial sectors. MAS, together with leading financial institutions and FinTechs, today published an industry white paper on developing safeguards for AI agents in Finance, titled “Safeguards for Agentic Finance at Runtime (SAFR)”. As AI agents in financial services increasingly carry out tasks autonomously and at speed beyond practical human intervention, financial institutions need real-time safeguards to ensure that the behaviour of AI agents remain within predefined mandates, policies and risk boundaries set by financial institutions. The SAFR framework provides for a set of governance checkpoints that verifies and records an AI agent’s proposed actions before the execution of its tasks. The SAFR framework was developed under BuildFin.ai, a collaborative initiative that brings together financial institutions, technology providers, and research institutes to co-develop AI solutions that address real market needs. MAS and the China Securities Regulatory Commission (CSRC) held the 10th annual supervisory roundtable in Singapore on 29 June 2026. The roundtable, co-chaired by MAS Deputy Managing Director (Financial Supervision) Ms Ho Hern Shin and CSRC Vice Chairman Mr Liu Haoling, marked a decade of collaboration between MAS and CSRC to strengthen cooperation between our respective capital markets, as well as enhanced supervisory cooperation. Pleased to attend The Association of Banks in Singapore Annual Dinner again. Our banks have kept Singapore strongly connected to the region and beyond, and it is important that they renew their usefulness and relevance in a fast-changing world by channelling capital to growing enterprises, reinforcing resilience against risk, marrying innovation with trust, and serving people and the real economy. At the dinner, I announced that: - Monetary Authority of Singapore (MAS) will establish the Future of Finance Institute (FFI), which will be Singapore’s national innovation centre for the financial sector. - ABS will strengthen its MOU with the IBFSG - The Institute of Banking & Finance Singapore and NTUC to help ABS members equip their workforce with critical AI skills through IBF-recognised programmes. - The IBF is partnering financial institutions and training providers like NTUC LearningHub, to train more than 100,000 finance professionals in AI skills over the next three years. - MAS and ABS have published a report titled "PayNow Generation 2: Defining the Next Wave of Innovation for Singapore's Instant Payments System". PayNow Generation 2 will ensure Singapore's national payment schemes and rails are forward looking and fit for purpose. MAS will soon consult on introducing a new corporate structure – the Protected Cell Company – to allow certain insurance solutions to be set up more flexibly and efficiently. I look forward to close cooperation between MAS and the banking sector to help shape the future of finance and strengthen Singapore’s position as a leading global financial centre. PayNow has become an integral part of how Singaporeans and businesses make payments. As user needs and technologies continue to evolve, so must our payments infrastructure. Today, MAS and ABS released Phase 1 findings of the PayNow Generation 2 study. The findings identified four possible areas of enhancement — more seamless QR payments, smoother online checkouts, larger-value public sector payments and expanded business payment capabilities. Phase 2 will translate these into proposals for implementation, with an implementation roadmap to be published by the end of the year.
