Despite the disruptions, the Lok Sabha briefly transacted legislative business, during which law minister Arjun Ram Meghwal introduced a Bill to replace the ordinance that increases the sanctioned strength of the Supreme Court from 34 to 38 judges, including the Chief Justice of India.
In the Rajya Sabha, leader of the opposition Mallikarjun Kharge raised the alleged NEET paper leak, describing it as a scam that had jeopardised the future of lakhs of students.
“Today thousands of students have gathered at Jantar Mantar. There has been a lathi charge, and govt is trying to stifle dissent,” he said, triggering protests from treasury bench members. Rajya Sabha Chairman C P Radhakrishnan subsequently adjourned the House for 30 minutes.
Amid the political confrontation, the reshuffle in the Lok Sabha seating arrangement also drew attention. Rebel Trinamool Congress MPs who recently joined the BJP-led NDA were allotted new seats, with their leader Sudip Bandyopadhyay being given a front-row seat previously occupied by Abhishek Banerjee, whose parliamentary strength has reduced from 28 MPs to eight following the split.
However, the seating changes were overshadowed by the continued protests, which repeatedly stalled proceedings in both Houses despite repeated appeals from the presiding officers.
Lok Sabha Speaker Om Birla criticised Opposition members for raising slogans even during obituary references to deceased former Members of Parliament, saying such behaviour set a poor precedent.
The National Democratic Alliance (NDA) parliamentary party will hold a meeting on Tuesday at Parliament, marking the first gathering under its newly adopted name, ‘Mangal Milan’, as the ruling coalition seeks to strengthen coordination during the ongoing Monsoon Session.
The meeting is scheduled to begin at 9.30 am at the GMC Balayogi Auditorium in the Parliament Library Building. Members of Parliament from all NDA constituents in both the Lok Sabha and the Rajya Sabha are expected to attend. Prime Minister Narendra Modi is scheduled to address the meeting.

In an open letter to Chief Minister N. Chandrababu Naidu, she said the MPs of Telugu Desam Party (TDP), Jana Sena Party (JSP) and the Bharatiya Janata Party (BJP) should highlight in Parliament the problems faced by farmers in the state.

The Lok Sabha is scheduled to take up the Supreme Court (Number of Judges) Amendment Bill, 2026, for consideration and passing during the Monsoon Session of Parliament on Tuesday, a day after Union law and justice Minister Arjun Ram Meghwal introduced the Bill in the House.
Meghwal will move the Bill, which seeks to further amend the Supreme Court (Number of Judges) Act, 1956, for consideration by the House and also move that it be passed.
The Rajya Sabha was adjourned five times during the course of the day.
Before the disruptions began, newly elected members took oath in the Upper House. Addressing members, Chairman C P Radhakrishnan urged them to uphold their "collective responsibility" and use Parliament's time to debate and decide issues of national importance.
He appealed to members to ensure the smooth conduct of business, saying repeated disruptions delayed discussions on matters that directly affect the country and the people they represent.
