The Monsoon session had a stormy start on Monday with opposition members raising their demands concerning the NEET-UG paper leak case and Ram Mandir donatation embezelment case. Both Lok Sabha and Rajya Sabha faced repeated disruptions and were later adjourned for the day.

Opposition leaders attacked the government and raised their demands.

Prime Minister Narendra Modi, in his remarks to the media ahead of the monsoon session, highlighted national and international achievements over the past month and expressed immense pride in the country's rising global stature.

Recalling how an Indian citizen reached the International Space Station just prior to last year's session, he celebrated the recent historical milestone by the private space startup Skyroot.

Lauding the incredible fact that a team with an average age of merely 28 successfully propelled the nation into a new era of private space exploration, he emphasized how these achievements significantly boost national confidence.

Congress leader Rahul Gandhi and Samajwadi Party chief Akhilesh Yadav met in the Parliament House complex on Monday and discussed the student protests.

The two leaders met during a brief adjournment of the Lok Sabha.

Asked about the meeting, Yadav told reporters, "The House had been adjourned, and we had to pass time. There was a discussion on the students' movement."

The brief meeting comes amid speculation over alliance talks between the Congress and the SP for the upcoming polls in Uttar Pradesh.

Rajya Sabha Chairman C P Radhakrishnan on Monday said it is the collective responsibility of MPs to utilise the valuable time to debate and decide on issues of national importance as he urged them to remain focused on timely disposal of business.

In his opening remarks on the first day of Monsoon session, Radhakrishnan appealed to all House members to uphold the dignity, discipline and decorum of the institution and said every disruption delays discussion on matters affecting the nation and the people.

He welcomed the members on the first day of the Monsoon session, including the new members.

"This house has a proud tradition of meaningful deliberations, and I am confident this session will uphold that legacy. We have 19 sittings before us, and it is our collective responsibility to utilise this valuable time to debate and decide on issues of national importance," he said.

"While differences of opinion are integral to parliamentary democracy, they must be expressed in a manner that preserves the sanctity of the House. Disruptions should not be allowed to undermine its functioning," he said.

Trinamool Congress (TMC) MP Sagarika Ghose on Monday launched a sharp attack on the Central government over the frequent disruptions in Parliament on the first day of the Monsoon session, claiming that the House is "being adjourned after every half hour" while alleging that opposition members were restricted from leaving the premises due to locked gates.

Speaking to the media on the frequent disruptions in the House, the TMC leader expressed confusion over the government's strategy, pointing out that proceedings were being halted repeatedly while exit routes were being restricted.

"...The House is being adjourned after every half an hour. They aren't letting us out. I was just told that the gates are locked, so we can't leave. Effectively, we are prisoners here. It is unclear what the government is trying to do," Ghose said.

"They won't let us out, and they have even blocked CJP protesters from reaching here..." she added.

The remarks came as the Monsoon Session of Parliament got off to a stormy start, with both the Lok Sabha and Rajya Sabha witnessing repeated disruptions over the alleged NEET-UG 2026 paper leak and the alleged embezzlement of donations at the Shri Ram Janmabhoomi Teerth Kshetra Trust in Ayodhya.

Congress-led Opposition members demanded discussions on the two issues, leading to repeated sloganeering and adjournments. Both Houses were eventually adjourned for the day and will reconvene on Tuesday at 11 am. The Monsoon Session is scheduled to continue until August 13.

Rajya Sabha Chairman CP Radhakrishnan on Monday called upon House members across all sides to uphold the dignity, discipline and decorum of this august institution and promote meaningful deliberations.

In his opening remarks at the start of the Monsoon Session, Radhakrishnan said that while differences of opinion are integral to parliamentary democracy, they must be expressed in a manner that preserves the sanctity of the House.

“Disruptions should not be allowed to undermine its functioning,” he said.

“This session has an important legislative and deliberative agenda. I urge members to remain focused on the timely disposal of business, as every disruption delays discussion on matters affecting the nation and the people we represent,” said the Rajya Sabha Chairman.

He called upon members to uphold the House’s proud tradition of meaningful deliberations.

“I am confident this session will uphold that legacy. We have 19 sittings before us, and it is our collective responsibility to utilise this valuable time to debate and decide on issues of national importance,” he said.

Sharing information about the new services introduced from this session, Radhakrishnan said that the Secretariat has introduced live AI-based simultaneous interpretation of the proceedings in nine languages through the multimedia devices at members' seats.

The Monsoon Session of Parliament got off to a stormy start on Monday with both Houses being adjourned for the day after Congress-led Opposition members created ruckus demanding discussions on the NEET-UG 2026 paper leak and the alleged embezzlement of donations at the Shri Ram Janmabhoomi Teerth Kshetra Trust in Ayodhya.

The Rajya Sabha was adjourned for the day and will reconvene on July 21 at 11:00 am. Lok Sabha proceedings were also adjourned until 11:00 am tomorrow.

The session, scheduled to run till August 13, is expected to be politically charged with the Opposition pressing for debates on key issues ahead of upcoming state polls.

Today in Lok Sabha, Union Law Minister Arjun Ram Meghwal introduced the Supreme Court (Number of Judges) Amendment Bill, 2026, amid Opposition sloganeering.

Meghwal moved for leave to introduce the Bill, which seeks to further amend the Supreme Court (Number of Judges) Act, 1956. The proposed legislation seeks to replace the ordinance promulgated by the Centre to increase the sanctioned strength of judges in the Supreme Court from 33 to 37.

Apart from the Supreme Court (Number of Judges) Amendment Bill, 2026, the government is scheduled to introduce the Prevention of Insults to National Honour (Amendment) Bill, 2026, in the Rajya Sabha. The proposed legislation seeks to amend the Prevention of Insults to National Honour Act, 1971, making any obstruction or insult to the national song Vande Mataram a criminal offence.

Rajya Sabha proceedings were adjourned till 2 pm on Monday following repeated disruptions by Opposition members over the Cockroach Janta Party-led protest at Jantar Mantar in the national capital.

The House was first adjourned shortly after the laying of papers, oath-taking by newly elected members and obituary references. Proceedings resumed briefly before being adjourned again at noon amid the continuing uproar.

Ahead of the Monsoon Session of Parliament, Congress president and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge said the Congress and the INDIA bloc would raise key public issues and seek answers from the Centre.

"Starting today, in the Monsoon Session of Parliament, the Congress Party and the INDIA opposition will raise the voice of the people and demand answers from the Modi government on every issue.

Whether it is the matter of theft in donations for Shri Ram Temple and deception of faith - crores of devotees contributed their hard-earned money with devotion for the temple construction; they deserve justice, conduct an immediate independent investigation, and make the full account public. Or whether it is the matter of paper leaks and the systematic collapse of the education system - 152 paper leaks have occurred from 2014 till now, 25 children have lost their lives. Dharmendra Pradhan will have to be sacked.

Similarly, the issue of forcibly imposing ethanol blending on 3.5 crore vehicle owners - the government calls it an "Experiment." Is looting the public's hard-earned money the BJP's only tool? Besides these issues, other important matters and upcoming bills are questions that will affect the country's people.

The INDIA opposition will demand accountability from the government on every issue. The battle for the people's rights, the people's voice, and the people's trust will be fought with full strength," Kharge said through a post on X.

Congress MP Gaurav Gogoi on Monday alleged that the Centre was unwilling to discuss key issues during the Monsoon Session of Parliament, claiming the government had not clarified whether matters such as the alleged embezzlement of donations at the Ayodhya Ram Temple or the NEET controversy would be taken up in the House.

Speaking to ANI ahead of the commencement of the session, Gogoi said, "For several days now, it can be seen that the Government is not ready for a discussion on any of the basic issues. So, they have not been able to say till date whether the Ram Mandir issue will be discussed in Parliament or whether the NEET issue will be discussed. The entire country knows that these are the basic issues for this monsoon session, but the government has no agenda or Business."

"I am firmly convinced that where there are facts and logic, there is no room for a storm," said PM Modi ahead of Parliament Monsoon Session.

"Positive spirit is essential for achieving the nation's goals. Our House has very experienced Members of Parliament. Regardless of their party affiliation, they possess a wealth of experience. At a time like this, both Parliament and the country need their experience and knowledge. Therefore, the functioning of Parliament, meaningful discussions, and a collective resolve to take the nation forward are, I believe, the need of the hour. The youth of the country, brimming with aspirations, demand that we move forward," he added.

Prime Minister Narendra Modi lauded the young team behind Skyroot's recent achievement, saying, "...India's youth have embarked on a new journey into space. I was told that the average age of the entire team working at the 'Skyroot' startup is merely 28 years. Young people like these have accomplished this feat. I am not speaking of a 56-year-old youth."

Lok Sabha Speaker Om Birla on Monday welcomed Members of Parliament at the start of the Monsoon Session of the 18th Lok Sabha, describing the House as the "supreme temple of democracy" and calling for a spirit of "positive cooperation" among all members.

In a post on X, Birla welcomed the MPs and said the morning rain in the national capital was a positive omen for the session.

"The eighth session of the 18th Lok Sabha, the Monsoon Session, is commencing from today. As a blessing from Lord Indra, the rain that occurred in Delhi this morning has infused the atmosphere with renewed energy and freshness. In this auspicious environment, Parliament, as the nation's supreme democratic institution, is ready to welcome all honourable members," the Speaker said.

Congress MP K C Venugopal on Monday submitted an Adjournment Motion notice in the Lok Sabha, seeking a discussion on the alleged embezzlement of donations at the Ram Temple in Ayodhya and demanding an independent probe under the supervision of a Supreme Court judge.

In his notice, Venugopal alleged there had been "shocking revelations of massive financial fraud, theft, and embezzlement of public donations" at the Shri Ram Janmabhoomi Teerth Kshetra Trust. He urged the House to suspend its regular business to take up a discussion on the matter.

Union Home Minister Amit Shah is set to introduce a Bill in the Rajya Sabha on Monday to amend the Prevention of Insults to National Honour Act, 1971. The proposed legislation seeks to make any obstruction or insult to the national song Vande Mataram a criminal offence.

The Bill has been listed for introduction on the opening day of the Monsoon Session of Parliament, according to the Rajya Sabha's List of Business.

Lok Sabha Speaker Om Birla is expected to take a decision on Monday morning on the proposed merger of 20 rebel Trinamool Congress (TMC) MPs with the Nationalist Citizens Party of India (NCPI), official sources said.

On Saturday, Birla approved the merger of six rebel Shiv Sena (UBT) MPs with the Shiv Sena led by Maharashtra Deputy Chief Minister Eknath Shinde, but deferred a decision on the TMC rebels.

However, the Speaker agreed to allot separate seating for the rebel TMC MPs, away from the parent party's lawmakers.

A day ahead of the Monsoon Session of Parliament, Lok Sabha Speaker Om Birla on Sunday urged all political parties to extend their full cooperation to ensure the smooth and orderly functioning of the House, stressing the need for comprehensive and productive discussions on issues concerning the people.

Chairing a meeting of the Business Advisory Committee (BAC), Birla emphasised the importance of constructive debates, meaningful participation and upholding the highest parliamentary traditions. He appealed to all parties to work together to ensure the session is conducted in a dignified and orderly manner, allowing Parliament to deliberate effectively on matters of public importance.

The Communist Party of India (CPI) on Sunday urged the government to allow substantive discussions during the Monsoon Session of Parliament on a range of issues, including alleged irregularities in examinations, the implementation of the women's reservation law, the Special Intensive Revision (SIR) exercise, and the restoration of statehood to Jammu and Kashmir.

The demand was raised by CPI Rajya Sabha leader P. Sandosh Kumar at the all-party meeting convened by the Centre ahead of the Monsoon Session.

In a statement issued after the meeting, Kumar said Parliament must devote adequate time to debates on issues of public importance instead of becoming "a mere legislative formality".

Lok Sabha Speaker Om Birla on Sunday chaired a meeting of the Business Advisory Committee (BAC) ahead of the Monsoon Session of Parliament, which begins on Monday, and held discussions with representatives of the government and political parties on the legislative agenda and matters of public importance.

During the meeting, Birla invited representatives of all political parties to present the issues of public importance they wanted to be taken up during the session, according to Lok Sabha sources.
