We are the voice of the responsible finance industry working to increase access to fair finance. We support a strong and growing network of finance providers who are building resilient economies throughout the UK. Our network is locally responsive, tailoring services to the needs of the areas within which we operate. We offer a personal service, a supportive approach and a real alternative to traditional bank lenders and finance providers. At our heart is the idea of bringing social and economic benefits to people, places and businesses. Our finance creates jobs, boosts enterprise and fuels growth. Our network provides finance to people and businesses who are often excluded; we aim to build hope, create opportunity and change lives. Our members were historically known as community development finance institutions (CDFIs).

  • The Treasury Committee has published its report on the Government's Financial Inclusion Strategy. We welcome the Committee's conclusion that the Strategy is a positive first step, but agree that much more is needed if it is to deliver meaningful improvements for people excluded from mainstream financial services. In particular, we support the Committee's call for: → Financial inclusion metrics focused on affordable credit and banking →  Clear targets, accountability, and regular reporting on progress →  Greater focus on outcomes, not just activity →  Clear routes to scale for pilots and consequences if voluntary action fails →  Better data on who is financially excluded and why →  Stronger consumer and lived-experience representation in delivery and oversight These recommendations reflect what Responsible Finance members see every day. Across the UK, CDFIs provide fair and affordable finance to people, businesses, and social enterprises who are unable to access the finance they need elsewhere, helping to tackle financial exclusion and unlock opportunity in underserved communities. As the Committee rightly highlights, reducing financial exclusion requires more than good intentions. It requires measurable progress, effective partnerships, and a clear focus on the people and communities who remain underserved by mainstream finance. We are encouraged by the Committee's focus on delivery and stand ready to work with HM Treasury, the Financial Conduct Authority and other stakeholders to help build a more inclusive financial system that works for everyone.

  • £25 million could help unlock up to £250 million in affordable credit. 🔓 Fair4All Finance has launched a new £25 million+ Guarantees Pilot for Affordable Credit, designed to help responsible lenders expand access to fair borrowing. The programme will work with community finance providers, including CDFIs and credit unions, alongside responsible non-bank lenders. The pilot aims to reduce some of the financial risk involved in lending to people who may have slipped through the gaps of mainstream finance. Fair4All Finance estimates the programme could unlock up to £250 million in affordable credit and support more than 200,000 people. For CDFIs, this is an important opportunity. Our personal lending members already provide fair, inclusive loans to people who may otherwise face high-cost credit, illegal lenders or have nowhere else to turn. Our latest impact report shows how our personal lending CDFI members saved borrowers between £25.4 million and £52.1 million in interest compared with higher-cost alternatives. This pilot will also test how guarantees can help responsible lenders grow, building evidence for a future government-backed scheme. With a £2 billion gap in affordable credit, we welcome this step towards unlocking more investment to help CDFIs reach more people with fair credit.   • A huge congratulations to our member CDFI SWIG Finance on becoming the seventh accredited lender for the British Business Bank’s Community ENABLE Funding programme. 🥳 SWIG has been allocated £17.5 million to support underserved smaller businesses across the South West, with loans ranging from £25,001 to £250,000. This is another important step for the continued growth of community lending across the UK. As the first accredited CDFI with a dedicated focus on the South West, SWIG will be able to reach more businesses across rural and coastal communities, towns and cities, helping them access the finance they need to grow, create jobs and strengthen local economies. SWIG has supported businesses across the region for more than three decades, combining finance with strong local knowledge and a real understanding of the communities it serves. It is brilliant to see that experience recognised through this allocation, giving the team greater scale and confidence to expand its impact.   • Our microlending CDFIs provide much more than small loans. They offer mentoring, guidance and trusted support to help people become self-employed, launch businesses and return to work. They often support people who have been overlooked elsewhere, including those with limited savings, caring responsibilities, health barriers, refugee backgrounds or thin credit histories. Our latest impact report shows how in 2025, our microlending CDFI members lent £290,059 to 113 people, helping to create 37 businesses and 70 jobs. With more funding, these microlenders could reach even more people. Our Fuel Potential campaign is seeking: → Capacity-building grants to strengthen teams, mentoring, referral partnerships, systems and borrower support. → Recyclable philanthropic capital for grants and affordable no or low-interest loans. As loans are repaid, the funding can be used again to support the next person.   • CDFIs are featured in The Times again! ↓ It’s brilliant to see national coverage of how CDFIs can reach more ambitious small businesses across the UK through the expansion of the British Business Bank’s Growth Guarantee Scheme. The article highlights TrueStart Coffee, which turned to our member CDFI SWIG Finance after winning a major retail contract created an urgent need to produce more stock. At the time, mainstream banks were unable to help. SWIG took the time to understand the business, the people behind it and its potential. As co-founder Helena Hills, CEO TrueStart Coffee - Certified B Corp explains: “Swig and CDFIs get to know the business and the people behind it, and that is how they allocate their funding.” TrueStart now turns over more than £7 million a year and has recently closed a multimillion-pound funding round. The full article also focuses on the expansion of the British Business Bank’s Growth Guarantee Scheme, which is expected to unlock an additional £2 billion of lending to small businesses each year by 2029. The scheme will also support the expansion of community lending through the Community ENABLE Funding programme, helping CDFIs reach even more businesses across the UK. The article also recognises the work of the Community Finance Partnership Taskforce, which is bringing banks, CDFIs and government together to strengthen funding, referrals and support for the sector. Our CEO Theodora Hadjimichael told The Times: “Strengthening the operational capacity of CDFIs goes hand in hand with increasing lending capital.   • Tuesday night marked a defining moment for the sector, with our CEO Theodora Hadjimichael and Bob Annibale, Chair of the Community Finance Partnership Taskforce, at Mansion House for one of the country’s most significant economic and financial events. The Mansion House speech is a major moment in the financial calendar, bringing together leaders from government, banking and the wider finance sector to set the direction for the UK economy. The Chancellor, Rachel Reeves, spoke about the importance of growth reaching every part of the country and highlighted the expansion of the British Business Bank Growth Guarantee Scheme, which will also support the expansion of community lending through the Community ENABLE Funding programme. This increased support will help CDFIs reach even more businesses across the UK. CDFIs back ambitious businesses that can struggle to access mainstream finance, helping entrepreneurs invest, create jobs and strengthen local economies. We’re thrilled that CDFIs are part of the Government’s wider SME finance package and are increasingly recognised as an essential part of the UK’s finance ecosystem. Throughout the evening, there was a chance to meet and catch up with colleagues from banks, government and partner organisations. It was really encouraging to see how widely CDFIs are now recognised for their role in supporting communities from the ground up – and how their knowledge and relationship-based lending unlocks opportunities for underserved entrepreneurs.   • HUGE news for small businesses and CDFIs across the UK. ↓↓↓ Tens of thousands of businesses will benefit from significant reforms to small business finance announced by the Chancellor this week. The British Business Bank’s Growth Guarantee Scheme receives a £6.5 billion uplift, which will also support the expansion of community lending through the Community ENABLE Funding programme (CEF). CEF is already on track to provide £150m of funding to CDFIs by the end of this year - and this week another CDFI, SWIG Finance, secured accreditation. And the Government is reaffirming its commitment to the community finance sector, recognising the vital role CDFIs play in supporting businesses and entrepreneurs who struggle to access mainstream finance. The Community Finance Taskforce, which brings together banks, CDFIs and government to strengthen small business finance in partnership, is already bearing fruit. This week, taskforce member JPMorganChase is announcing an uplift to a total of £10 million in philanthropic funding to strengthen CDFIs’ technology, leadership and operations - helping them attract more capital, increase lending and reach more underserved communities. The Taskforce will publish a new Roadmap early next year, setting out how it will strengthen CDFI funding, resources and capability, while improving routes for businesses turned down elsewhere to be directed towards community lenders. Together, these efforts aim to unlock an additional £1 billion of SME lending over the next five years. Our CEO, Theodora Hadjimichael, said: "Many great businesses struggle to get the funding they need, so Community Development Finance Institutions (CDFIs) are a lifeline. They have a long history helping businesses to grow and create jobs but have not always been able to meet demand. Growth Guarantee Scheme and the Community ENABLE Funding programme are fundamental to enabling our lending, and this fantastic news will mean CDFIs can support more small businesses, so entrepreneurs can get the right finance at the right time and grow economies across the UK." CDFIs are essential partners in the UK’s small business finance system, enabling fantastic and ambitious businesses to create opportunities, jobs and growth in communities when mainstream finance is not the right fit.   • GC Business Finance’s new Impact Report shows a record-breaking year of supporting entrepreneurs, creating jobs and widening access to finance. 👏👏👏 In FY2025-26, GC Business Finance provided 11,516 loans and £145 million in funding. Its Start Up Loans team delivered 11,483 loans worth £143 million, an 8% increase on the previous year. This support directly contributed to the creation of 11,483 jobs. The impact continues across the North West. Through the Northern Powerhouse Investment Fund II, GC Business Finance and River Capital delivered 33 loans worth £1.8 million, supporting the creation of 167 jobs. GC Angels also completed six deals, directly investing £680,000 and unlocking a further £2.7 million in private investment. These investments supported 38 new jobs, while 52% of businesses across its portfolio are female-founded and 20% are ethnic minority-founded. Huge congratulations to the whole GC Business team. This impact report is a brilliant reflection of what fair, responsible finance can achieve.   • The 2026 Investing in Women Code Annual Report is here! 🥳 The Code has moved the topic of gender equality in finance from anecdote to evidence, evidence to accountability, and increasingly from accountability to action. We’re proud to be a Code Partner alongside the British Business Bank, Innovate UK, UK Business Angels Association, UK Finance and UK Private Capital, working together to improve access to finance for women entrepreneurs across the UK. Yesterday’s launch event for the sixth annual report was definitely a moment worth celebrating. As the Department for Business and Trade’s Assistant Director for Women's Entrepreneurship, Lizzy Duncan said, "supporting women-led businesses is an economic opportunity." And this year's report reinforces that message with clear evidence of the impact CDFIs are having, showing the powerful role CDFIs play in expanding access to finance for women entrepreneurs. As highlighted in the report, in 2025, CDFIs increased business lending by 28%, from £142 million to £181.7 million, while maintaining lending proportions to women-led businesses. The report shows → 37% of CDFI business loans went to women-led businesses → 45% of microenterprise loans went to women-led businesses → 88% of businesses supported by CDFIs had previously been turned down by other lenders → 54% of CDFI social enterprise loans (and 84% of the value of these loans) went to women-led organisations We're pleased that this year's report shines a spotlight on the impact CDFIs are having in tackling barriers to finance and supporting more women entrepreneurs across the UK. It recognises that CDFIs demonstrate what fair finance looks like when relationships, flexibility, and trust sit alongside capital, helping women-led businesses and social enterprises to start, grow and thrive.
