Inflation is still around 4%. At the same time: The NDIS is now approximately 1.8% of GDP. Data centres are rapidly becoming one of Australia's fastest-growing investment themes, already contributing an estimated 1–2% of GDP through construction, infrastructure and related activity. It raises an interesting question. If you stripped out the extraordinary growth from the NDIS and the data centre build-out, what would Australia's underlying economy actually look like? Where is genuine private-sector growth occurring? Where are the next industries capable of creating meaningful productivity, exports and high-quality jobs? For investors, these are the questions that matter. Finding the sectors benefiting from structural tailwinds is becoming increasingly important in an economy where overall growth appears subdued.

I’ve read the recent article from Duncan Gray, Technology Venture Investments Director at the Development Bank of Wales Claiming It’s “holding the line” for innovation While private capital pulls back. Intentions are good. But outcomes matter more than narratives. Let’s talk facts 1. Wales attracts ~1–2% of UK venture capital, despite being ~5% of the population 2. Over 70% of UK VC still flows into London 3. The average Welsh seed round is 2–4x smaller* than in London, Manchester, or Cambridge Our strongest startups still have to leave Wales to scale properly If the current funding model was working at full strength We would already have multiple globally recognised VC-backed tech giants headquartered in Wales. But we don’t. And here’s the uncomfortable truth The Development Bank is not structured like a venture capital firm. It is designed to Protect public money Minimise risk Move cautiously Take minority positions Reduce downside exposure But world-class technology companies are built on Speed Bold conviction Long runways Asymmetric risk Founder freedom Power-law returns You can’t build billion-pound companies with 9–12 month runways Heavy red tape Over-de-risked decision making Capital preservation as the core metric That approach protects the fund. It does not maximise upside for the Welsh economy. Let’s be real about what economic development actually means 1 unicorn beats 100 safe SMEs 10 global category leaders beat 1,000 lifestyle businesses Founders staying in Wales to scale > founders forced to leave to survive Right now, we’re optimising for Capital recycling Risk avoidance Governance optics Not Global category leadership Power-law venture outcomes Wales as a serious tech nation And tech is a power-law game. One breakout success can outperform 100 conservative investments combined. That’s how Silicon Valley works. That’s how London works. That’s how serious innovation economies work. So here’s the real question Should the Development Bank evolve into a true high-risk, high-reward innovation engine for Wales? Faster investment decisions Larger conviction cheques 24–36 month runways Founder-first terms Proper downside tolerance Upside-driven mandates Not to replace private VCs But to pull them into Wales at scale. Because right now, the system quietly produces Capital-starved startups Dis-incentivised risk takers to build here Stalled scale-ups Or relocation outside Wales when things get serious This isn’t anti-anyone. This is pro-Wales winning globally. Safe capital builds stability. Risk capital builds nations. And Wales deserves builders, not just balance sheets.

Is SEIS/EIS really helpful? Sifted reports that Startup Coalition is calling upon the government to make the SEIS / EIS schemes more broad and generous. While the UK startup ecosystem predominantly loves them, I personally think that SEIS/EIS are a disaster and need to be massively downscaled. Lavish tax breaks, on the surface, seem like a good way to kick-start an ecosystem and get the wheels moving. But in reality they have changed VC economics and made it feasible and profitable for early-stage funds to operate like private equity shops: aversion to risk, lack of ambition and often extortionate terms. Not all of them do yet it still seems like an exceedingly small number of SEIS/EIS funds do proper venture – forward-looking and outlier-focused. Recent studies into the UK productivity slowdown have identified that one of the reasons the UK is becoming less competitive is an overabundance of SMEs that don’t consolidate into fewer, larger, more efficient companies. Why fuel this dynamic further with a tax scheme that rewards fragmentation? Yes, if SEIS is downscaled, fewer companies will raise. But is that necessarily a bad thing?

That moment the SEIS Advance Assurance approval email drops in on the way to the airport... A very good start to the day! 😃 For those not immersed in startup jargon, SEIS is a UK government scheme designed to encourage investment into early-stage businesses. Receiving Advance Assurance gives potential investors confidence that their investment should qualify for SEIS tax relief. For FLAIR, it's a very important step forward. The approval covers up to £1 million of investment as we prepare for our first fundraising round. Over the past year we've graduated from Founder Institute, built and tested our MVP, joined the FFR Fundraising Accelerator, and started conversations with organisations who share our belief that leadership performance should be understood in a far more personalised way.
