🎉 Congratulations to our Long Beach City Manager Tom Modica for being recognized as the 2026 City Manager of the Year by the Gov Business Review! This recognition is based on leadership, professional impact and standing within local government. While Tom is never one to seek the spotlight, this award highlights what many of his peers and staff have known for years; his focus on teamwork and shared vision; his belief that Long Beach succeeds when we work together across departments, disciplines and neighborhoods; and his commitment to a transparent, equitable and accountable government. Tom often reminds us that any recognition of the City Manager is truly a recognition of all 6,500+ City employees, our Executive Team, the Mayor and City Council, and the community members, organizations and businesses who work alongside the City. Under Tom’s solution‑driven approach to leadership, Long Beach has accomplished so much. Long Beach has become a leader in housing - leading the region in housing affordability, completing over 5,000 new units with over a thousand more under construction and leading the State in ADU construction per capita. The City has strengthened public safety partnerships with reductions in both violent and property crime. The City has made the largest infrastructure investment in a generation with over $1 billion in planned projects; created the Space Beach ecosystem as one of the leading space R&D areas in the county with over 8,000 new jobs; and earned national recognition as the Top Digital City for five consecutive years. Long Beach, newly branded as Vibe City, is rapidly becoming a premier entertainment and travel destination, supported by the opening of the largest waterfront amphitheater on the West Coast, major upgrades to the Long Beach Airport (america’s coolest airportTM), strong growth at the Aquarium of the Pacific and Queen Mary, and hosting 18 sporting events during the 2028 Olympic and Paralympic Games. Through both exciting times and challenging moments, Tom has consistently centered accountability and compassion, and has stayed grounded in purpose as the city moves forward together.
