The session will bring together perspectives from policy, finance, and industry to examine how investment in high-integrity CDR can support Maharashtra’s climate and development priorities. Carbon Removal India Alliance (CRIA) is participating in ISCIF as an industry partner for the Forum. Last week, the California Air Resources Board (CARB)🌿 released a comprehensive FAQ, offering much-needed clarity on the roll-out of its Corporate Greenhouse Gas Reporting and Climate-Related Financial Risk💼 Disclosure programs—two of the nation’s most ambitious climate accountability mandates✅. Who’s Impacted? 🤔 Companies with >$1B global annual revenue💰🌎 →  📊Must report Scope 1 & 2 GHG emissions beginning in 2026 (covering FY2025 data), with limited assurance required. →🌍 Scope 3 emissions reporting starts a year later, in 2027 (on FY2026 data). → 🔍Assurance ramp-up: Reasonable assurance for Scope 1 & 2 required starting 2030; for Scope 3, to be decided. 🌍 Companies with >$500M global annual revenue → ➡️Must submit climate-related financial risk disclosures biennially, starting January 1, 2026. → ⚠️No “good faith” grace period—the deadline is firm. 🏢‘Doing Business in California’ 📘The FAQ clarifies that ‘doing business’ goes beyond headquarters location—it includes any company with substantial sales, property, or payroll in California, following the state’s tax code📜. 📝 What Else is Clarified? ⏳Reporting Timelines & Third-Party Assurance: 📊 FY2025/2026 data may be used for initial reports to allow a smoother ramp-up. 🤝Companies need to engage independent assurers for emissions data (with a transition from limited to reasonable assurance). 🌍Alignment with Global Frameworks: 📌CARB encourages companies to leverage established standards—GHG Protocol for emissions, and TCFD/ISSB/IFRS S2 for climate risk—supporting global comparability. 🛠️Ongoing Rulemaking & Engagement: 📣The informal rulemaking phase continues, with public workshops and stakeholder input shaping final regulations expected by end of 2025. 🚨Enforcement: “Good faith” compliance flexibility for SB253 applies to 2026 only, given the timing of final rule release.
