Flat proposed 2027 rates and tighter risk-adjustment oversight suggest sustained margin pressure across the segment. For MA products, this signals a move from broad expansion to sharper portfolio discipline. Expect tighter benefit design, focused geographic strategy, stronger risk-adjustment capabilities, and deeper investment in Special Needs and higher-acuity populations (where value-based models can better sustain margins).
