SBIR program is critical to innovation as a whole.Felix Litvinsky shared thisSBIR Reauthorization Update: ▪️We're on the goal line, but it's not clear whether we'll make it across. There is compromise language that has been tentatively approved at the staff director level by each of the "Six Corners" (committee leaders with jurisdiction on SBIR reauthorization). ▪️The deal is based on the "Agency Authority Compromise." This compromise addresses the Multiple Award Winner (MAW) issue by empowering the agencies to run their programs as they believe best advances their mission. ▪️Each agency would be authorized to set limits on the number of SBIR Phase I / Direct-to-Phase II proposals that a company can submit. The agency would be able to pick any number it chooses, and it would also be able to choose whether to apply the limit by topic, by solicitation, or on a fiscal year basis. ▪️The problem: Senator Markey was expected to formally approve the deal yesterday (Feb. 10). But yesterday came and went, and he has not yet provided his decision. ▪️If we get a "yes," the SBIR program could be open again next week. If we get a "no," we're back to the drawing board and probably months away. ▪️The agencies and nearly all of the 4,000+ companies participating in the SBIR program would support the Agency Authority Compromise. ▪️But a very small number of the largest MAWs in the country are opposed, and they have strong lobbying relationships with Senator Markey. They are very likely advocating for Senator Markey to say "no" to the deal. ▪️If you'd like Senator Markey to say "yes" and reopen the program, now is the time to pick up the phone. The deal is on his desk. If you don't want him to make that decision hearing only from one side, Senator Markey's DC office number is (202) 224-2742.

Felix Litvinsky liked thisAchieving CMMC Level 2 C3PAO Final was a major effort this year. We were certificate # 2,393 on July 13, 2026, the same day the Department suspended CMMC Phase II implementation. As an organization, we take information security seriously. CMMC implementation timelines do not matter. Yes, we will be submitting to the CMMC Taskforce RFI on the changes that should be made to the program in order to secure sensitive information and keep companies more focused on technology development and deployment instead of treading water through compliance. There are easier ways than the current Cyber AB / C3PAO construct. Felix Litvinsky liked thisFelix Litvinsky liked thisFor the last 6 months we at Upstate Venture Connect have been quietly (or not so quietly) working on a new project to help serve small businesses in Upstate NY... A year ago I was inspired by a story told to me by Joseph DiSorbo: a dry cleaning business in Olean simply closed when the owner retired. There was nothing wrong with the business. No financial distress. No lack of customers. Just no succession plan. My first thought was, I should open a dry cleaner in Olean...then I realized the better question was: How many other businesses are facing the exact same problem? So in January, we set out to find out. With the support of Keybank, we interviewed more than 150 small business owners across Western New York to better understand the scope of the "Silver Tsunami" and what business succession really looks like on the ground. What we found was eye-opening: Nearly 8 in 10 owners are open to transitioning their business in the future. 55% have no succession plan in place. The gap between willingness and readiness is far larger than most people realize. For me, this research confirmed something I've come to believe deeply: business succession is one of the most important economic development challenges facing Upstate New York. When a healthy business closes because there's no plan for the next owner, we don't just lose a business. We lose jobs, services, community identity, and decades of knowledge. This report is just the beginning. Over the coming months, you'll be seeing a lot more from me and UVC on this topic as we continue building solutions to help business owners prepare for what's next. For the next year, I'll be stepping away from my role as the xTech PM to support ARL, gain a broader perspective on the Army's science and technology enterprise, and then return to with new experiences and insights. Supporting xTech over the past 7 years has been one of the most rewarding experiences of my career. I'm incredibly grateful to have worked alongside startups, small businesses, researchers, investors, and government partners who are committed to delivering innovative technologies to the Army—and ultimately to our Soldiers.
