Job Description Summary

Manages the Professional Standards or Operations division of the Fire Department. Assists with command and control functions at emergency incidents.

The successful candidate possesses a bachelor’s degree in public administration, or a related field, with at least 15 years of progressively responsible fire service experience, including a minimum of one year as a Battalion Chief or equivalent command-level position. Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Directs the departmental divisions by providing leadership, developing policies and procedures, monitoring divisional budgets, participating in strategic and operational planning, ensuring quality improvements, and providing feedback.
  • Manages firefighters, Captains, and or Battalion Chiefs by overseeing recruiting, retention, and hiring, managing internal customer service, and providing assistance with professional development.
  • Oversees a division of the fire department by monitoring responsibility and accountability, while ensuring safety.

Requirements

  • Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent from an accredited college or university.
  • Experience: Minimum of eight years of experience, including three years supervisory experience as a Battalion Chief with Goodyear Fire Department or other comparably sized fire department.
  • Certifications and Other Requirements: Valid Arizona Class D Driver's License, Arizona or National Registry EMT or Paramedic certification, Firefighter I and II certification, and Hazardous Materials Operations Level certification, Fire Officer 1 or higher.
  • Reading: Work requires the ability to read general correspondence, memorandums, policies, procedures, laws, regulations, and various codes and ordinances.
  • Math: Work requires the ability to perform basic algebra and general math calculations such as addition, subtraction, multiplication and division.
  • Writing: Work requires the ability to write general correspondence, technical reports, policies, procedures, ordinances, supervisory and counseling documents.
  • Managerial: Complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility: Significant - Has responsibility for final approval of at least one division budget and presents the budget(s) to Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management.
  • Policy/Decision Making: Signification - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
  • Technical Skills: Comprehensive Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: High - Interactions at this level usually impact the implementation of policies. Contacts may involve interpretation of how policies are implemented and may require discussion and the support of controversial positions or the negotiation of sensitive issues or important presentations. During interactions on policy implementation, contacts may also involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

12 Month Objectives

  • Complete Goodyear Employee Orientation (GEO) within the first three months of employment.
  • Conduct one-on-one introductory and expectations meetings with all direct reports by the end of the second week of employment.
  • Evaluate assigned divisions and prepare a comprehensive assessment report for the Fire Chief, including recommended changes, within the first 180 days.
  • Attend and actively contribute to weekly Executive Staff meetings.
  • Participate in 5 rides along with crews within the first six months of employment.
  • Develop a growth plan utilizing My Growth Plan (MGP) form
  • Assess the need to co-chair a labor/management subcommittee.
  • Attend and participate in monthly Battalion Chief/Deputy Fire Chief (BCDC) meetings.
  • Serve as the City’s representative and liaison at regional and statewide meetings, as assigned by the Fire Chief.
  • Attend one City Council meeting for formal introduction within the first month of employment.
  • Successfully complete all required training to maintain necessary certifications on an ongoing basis.
  • Remain on-call and available for duty beyond scheduled work hours when required to manage emergency or disaster situations, as directed by the Fire Chief.
  • Collaborate with the Training Chief to develop a leadership development curriculum.

The City of Goodyear offers a highly competitive benefits package including:

  • Vacation Leave: 56-hour accrual rate 6.65 per pay period, increasing with longevity. Goodyear offers an enhanced vacation benefit of recognizing total years of service under all Arizona public retirement systems for accruing vacation. Vacation leave accruals are front-loaded for first year of service in the first pay period and available for immediate use, per Memorandum of Understanding.
  • Sick Leave: 56-hour accrual rate of 5.18 per pay period. Sick leave accruals are front loaded for the first year of service in the first pay period and available for immediate use, Per Memorandum of Understanding.
  • Holidays: 12 paid holidays per year, including one floating holiday the first full pay period of January
  • Local Days: 48 hours per fiscal year
