Job description: Management Analyst
Full-Time in person | Monday–Friday | Alternate 9/80 schedule option available | After-hours as needed
Current salary range: $64.04 – 77.84 per hour (Exempt) + Excellent Benefits
The Role
NapaSan is seeking a Management Analyst to join its Administration Department. Exercising political acumen and a keen eye for detail, this role performs a wide variety of professional-level administrative, analytical, and project management duties, conducting research and analysis on operational, fiscal, organizational, and policy matters while developing recommendations to support District programs, projects, and procedures. The Management Analyst must be adept at being tactful and discreet, particularly when handling confidential or sensitive information. This is an excellent opportunity for a detail-oriented professional who enjoys varied assignments and wants to contribute to the effective administration of a public agency.

Highly organized with a passion for being an administrative professional
Excellent written and verbal communication skills
Ability to work collaboratively across departments and independently solve problems
Experience with analyzing legal and financial data
Knowledge of confidential and personnel records management practices
Adept at interpreting policies, labor agreements, and State/Federal Laws
Detail-oriented and proficient with Microsoft Office, capable of building and maintaining comprehensive recordkeeping systems with accuracy and consistency
Thrives in a role with diverse responsibilities, able to hit the ground running to streamline and modernize processes
Public sector experience preferred
Must possess valid California Class C Driver’s License
Key Responsibilities
Perform professional-level research, analysis, and reporting on complex administrative, fiscal, operational, and organizational matters
Assist in the development, monitoring, and analysis of departmental and District-wide budgets, including budget-to-actual comparisons and variance explanations
Research, interpret, and apply applicable federal, state, and local laws, regulations, and District policies, and assist in drafting administrative policy and procedure documents
Coordinate special projects involving multiple departments, tracking timelines, deliverables, and budgets
Conduct surveys, benchmarking studies, and comparative analyses of programs, services, or practices
Assists with coordination and administration of District programs, including human resources, risk management, contracts and procurement, records management, and communications
Prepares and reviews agenda items, staff reports, resolutions, and related materials for the Board of Directors, committees, or District management
Monitor and summarize legislative updates affecting public sector employers and prepare written summaries and compliance alerts
Develop and maintain spreadsheets, databases, presentations, and other tools to support data analysis, tracking, and reporting needs
Qualifications (any combination)
Education: Bachelor’s degree or higher from an accredited college or university with major coursework in public administration, business administration, or a related field.
Experience: 3+ years of progressively responsible professional experience performing administrative, analytical, budgetary, or program support work, preferably in a public agency setting.
Work Conditions
Employees work in an office environment with controlled temperature conditions, moderate noise levels, and no direct exposure to hazardous physical substances
Occasional night and weekend participation in special events
