This position is located in Chief of Staff / Government Affairs Office - Headquarters, Blythewood, SC.

Responsibilities Of The Deputy Director For Government Affairs

  • This position is the Deputy Director for Government Affairs located in the Operations Directorate, reporting to the agency Chief of Staff/Director of Operations, and is responsible for leading the Government Affairs and Constituent Services business units.
  • Serves as the agency liaison between DMV and the SC General Assembly, Governor’s Office, and other state government agencies, to coordinate legislative and budgetary matters. Provides agency input on proposed legislative efforts that impact DMV core missions and strategies and coordinates DMV legislative and budget requests with appropriate parties. Attends legislative committee and subcommittee meetings as the DMV representative to convey agency input and feedback.
  • Primary author of agency legislative, regulatory and policy proposals, coordinating inputs from across the agency to draft proposals that reflect agency perspective to external entities. Receives and analyzes draft legislative, regulatory or policy proposals that have impact to the DMV and leads coordination on agency responses or estimates.
  • During the legislative session, responsible for daily review of legislative matters and initiatives to identify bills with impact or potential impact on DMV; reviews and updates reporting bill status; obtains impact statements from DMV staff. Coordinates across DMV Directorates on legislative matters.
  • Supervises the DMV Legislative Affairs Coordinator and the Constituent Services unit in coordinating DMV responses to constituent matters or inquiries brought by staff and members of the General Assembly or others.
  • Contributes to agency strategy development by participating in executive level strategic planning and decision-making processes and communicating the agency's strategic plan to legislative and executive branches.
  • Primary author of the organization’s annual accountability report which provides a quantifiable assessment of the agency’s strategic plan success.
  • Represents the agency at state, regional and national level committees and working groups to provide subject matter expertise and perspective to the forums and keep the agency informed of meeting outputs.
  • Other duties as assigned.

Minimum Requirements

  • A bachelor's degree and relevant program management experience. An equivalent combination of education and experience may be accepted with prior approval.

Additional Requirements

  • In-depth knowledge of state government principles/practices and the SC legislative process.
  • Knowledge of SCDMV policies/procedures as well as federal and state laws and regulations impacting the Department of Motor Vehicles.
  • Excellent oral and written communication skills and the ability to manage competing priorities and deadlines.
  • Possess skills in drafting legislation, regulation or policy from agency strategic priorities that accurately reflects agency perspective and communicates intent of the draft proposal.
  • Must be able to review and analyze external draft legislation, regulation or policy proposals for impact to SCDMV and succinctly coordinate agency responses as required.
  • Must be able to handle politically sensitive matters with professionalism and demonstrate tact and unbiased approach in working with Governor's Office, legislators, public officials, media, etc.
  • Ability to work independently and professionally in performance of job duties. Must be able to represent the agency on topics and inform legislative and executive branch discussions with DMV subject matter expertise. Must have the ability to handle public, media and legislative requests with limited supervision.
  • Some overnight travel may be required on an infrequent basis. Employee must have valid SC driver’s license and the ability to drive an automobile. Employee must be able to lift 10-15 pounds. Employee works in a busy office environment and may encounter varied/extended work hours on occasion.

Preferred Qualifications

Agency Preferred

  • Masters in public administration, business administration, strategic leadership, or related field.
  • Five or more years’ experience in public administration, governmental affairs, organizational strategic management, business analytics, and/or change management.
  • Applicant should reside within 30-mile radius of SC Department of Motor Vehicles Headquarters located in Blythewood, SC.
