The County of Del Norte Health and Human Services Department, Behavioral Health Branch, is seeking a qualified candidate for the position of Staff Services Analyst I/II. This position is classified as full-time.
Employees in this classification receive limited supervision from a variety of mid- mangers within a framework of standards policies and procedures. Under general supervision performs and assists in a wide variety of confidential, complex and technical paraprofessional tasks related to departmental activities, operations and programs. Collects, compiles and processes a wide variety of data for research and analytical functions and associated tasks.
Detailed Work Activities
ESSENTIAL DUTIES: Essential job duties may include any of the following tasks, knowledge, skills and other characteristics. Performs duties to assist in a diverse range of technical tasks associated with fiscal accounting, personnel, special projects, board reports, and other areas of activities and programs.
Prepares financial and special reports based upon collected data and other sources providing recommendation on the basis of analysis and evaluation.
Performs the analytical tasks necessary to determine feasibility and obtains proper authorization and funding for the development of programs and services.
Collects, analyzes and evaluates information and data regarding various departmental programs, policies and procedures.
Participates and assists in the development and maintenance of the annual budget including development of budgets, monitoring revenues and expenditures, reviewing departmental claims, etc.
Prepares narrative and statistical reports summarizing studies and outline alternatives. Presents oral, written and graphic reports to various boards and/or commissions.
Performs research and analysis on complex and sensitive areas within department structure, functions, projects, etc., as assigned.
Prepares and submits timely mandated reports pertaining to departmental function(s) as needed to comply with federal and state laws.
Coordinates, prepares and/or provides technical assistance in the preparation of departmental contracts.
Acts as an information source regarding general departmental information and routine policies and procedures.
Performs related duties as required or assigned.
Minimum Qualifications
Minimum Qualifications: Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge and abilities would be:
Level I:
Education: College coursework equivalent to a degree in business, economics, finance, accounting or closely related field, a bachelor’s degree is preferred.
Experience: A minimum of four (4) years’ experience that includes responsible budgetary and administrative duties; experience in a governmental setting is desirable.
Level II:
A minimum of two years’ experience as an Analyst I or equivalent position is required; a total of five years responsible administrative experience is preferred.
Knowledge Of:
Knowledge, Skills and Abilities
Principles, practices, statistical methods and measurement techniques required for budget development, research and analysis.
Proper grammar, spelling, punctuation and composition at a level used in complex and technical writing.
Ability To:
Compliance requirements and other federal, state and local laws.
Use independent judgment in response to inquiries and analyzing data. Interpret and apply policy, procedures, and guidelines as they apply to departmental operations.
Communicate effectively with other governmental agencies, department heads and departmental representatives and the general public.

Typical Working Conditions
