The Operations Training and Development Manager is responsible for owning the GMP training system and learning governance across manufacturing operations, ensuring role‑based training compliance, effectiveness, and inspection readiness. The role partners with operations and cross‑functional support teams to define, implement, and sustain a systemic training management approach that supports regulatory requirements and operational excellence.
This position drives training standardization and the adoption of digital learning solutions to enhance consistency, efficiency, and accessibility. The Operations Training and Development Manager builds manufacturing capability and supports knowledge retention by strengthening training frameworks, enabling effective onboarding and qualification, and ensuring the workforce is prepared to safely and compliantly execute operations. The role develops and leads the team to improve training content, compliance, and adapting to changes. This is an on-site position 5 days/week.

Main Responsibilities And Accountabilities
GMP Training System & Governance
Own the GMP training system and learning governance across manufacturing operations.
Ensure training processes comply with regulatory requirements and internal quality system standards.
Establish and maintain training policies, procedures, and governance frameworks.
Role‑Based Training Compliance & Effectiveness
Ensure role‑based training curricula are defined, current, and aligned with job requirements.
Monitor and ensure training completion, effectiveness, and compliance, including initial, recurrent, and change‑driven training.
Drive continuous improvement of training effectiveness through assessment, feedback, and performance data.
Training Management System Ownership
Partner with Operations, Quality, Engineering, and support functions to define and own a systemic training management approach.
Ensure training requirements are accurately reflected for procedures, processes, systems, and equipment.
Integrate training with onboarding, qualification, and readiness processes.
Standardization & Digital Learning
Drive training standardization across manufacturing areas to ensure consistency and clarity.
Lead adoption and optimization of digital learning solutions, including e‑learning, learning management systems (LMS), and blended learning approaches.
Ensure training materials are current, effective, and accessible.
Audit & Inspection Readiness
Ensure training records, curricula, and governance processes are always inspection‑ready.
Support internal audits, regulatory inspections, and customer audits by providing training evidence and explanations.
Address training‑related observations, CAPAs, and commitments in a timely and compliant manner.
Metrics & Continuous Improvement
Define and track training metrics and KPIs to assess compliance, effectiveness, and maturity.
Analyze training trends and identify risks or gaps.
Drive continuous improvement initiatives to strengthen the overall training program.
Cross‑Functional Leadership & Communication
Serve as a key interface between manufacturing leadership, Quality, and support functions on training matters.
Communicate training expectations, changes, and priorities clearly and effectively.
Provide guidance and coaching to trainers, supervisors, and subject matter experts.
People Development & Succession
Build and sustain organizational capability through coaching, development, and performance management.
Establish succession plans and develop future leaders within Operational Services.
Partner with HR to support CSL Behring’s global talent and leadership frameworks.
Completes Any Other Duties/responsibilities Assigned By Senior Management.
Position Qualifications and Experience Requirements:
Education
Bachelor’s degree (Engineering, Science, or Education)
Experience
5+ years of experience in GxP-regulated manufacturing (pharma, biotech, or medical device)
Knowledge of Learning Management Systems (LMS) and GMP training requirements
OSHA training preferred
Competencies
People leadership & development capabilities, with the ability to provide direction in partnership with key stakeholders
Change management and change leadership skills, applying change communication and implementation strategies to ensure stakeholder alignment and successful change adoption.
Strong organizational, time‑management, and decision‑making skills in dynamic, matrixed environments.
Strong communication and interpersonal skills, with the ability to convey complex ideas clearly across all organizational levels.
Collaborative mindset, building bridges across functions and leveraging networks to share best practices and accelerate improvement.
Robust quality systems expertise including technical writing/documentation, risk management, inspection readiness, and risk-based thinking
Familiarity with operations and manufacturing processes, including GMP procedures and expectations
Expertise in adult learning methodologies, including instructional design and reinforcement.
The expected base salary range for this position at hiring is $95,000 - $121,000. Please note this salary range reflects the minimum and maximum base pay that CSL expects to pay for this position at the listed location as of the time of this posting. Individual base salary for a successful candidate is determined by qualifications, skill level, experience, competencies and other relevant factors. In addition to base salary, total compensation for this role may also include incentive compensation and equity.
