The chokepoint is real — separation, metallization, and magnet manufacturing remain overwhelmingly concentrated in China, and substitution velocity is effectively FIXED on relevant timescales. Sovereign capital SHOULD flow here. But chokepoint theses get discredited when capital chases press releases instead of process economics. The Kodak episode didn't fail because reshoring pharma APIs was wrong. It failed because the deal ran on Trump time instead of diligence time. Same test applies now. Uncle Sam is becoming a strategic investor. Governments don't usually buy companies. They regulate them. Tax them. Sometimes bail them out. But since 2025, Washington has started doing something different. It's taking stakes in industries America can no longer afford to rely on foreign suppliers for. Think semiconductors, critical minerals, advanced manufacturing, and energy infrastructure. The most interesting part? Public capital is unlocking private capital. Every government commitment has attracted multiples of private investment by reducing the risk of projects investors had ignored for years. This isn't state ownership for the sake of ownership. It's strategic capital allocation. Call it "Uncle Sam's Cap Table." Whether you agree with the policy or not, the data suggests one thing: When national security and industrial policy converge, Washington is proving to be a more effective long-term investor than many expected.
