The pain of duplicate accounts seems to be a symptom of a larger issue, data stewardship being spread too thin. This is especially true when one person is handling multiple roles, including data cleaning, which can be a time consuming and tedious task. It's interesting that you mention nobody signed up for that third job, implying that there's a gap in the current system that needs to be addressed.
