Hybrid threats target democratic institutions, critical infrastructure and societal cohesion in the EU. 📌 What does the hybrid threat landscape in the EU look like? Drawing on the conceptual model for analysing hybrid threats, developed in 2021 by the European Commission and The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), our model below is structured around four analytical pillars: 1️⃣ Actors, referring to state and non-state actors seeking to influence, undermine or harm targeted systems 2️⃣ Tools, regarding the means used 3️⃣ Domains, meaning the 13 interconnected environments affected, such as political, military, infrastructure or cyberspace 4️⃣ Aims, pointing to the targets and intended objectives of malicious activity 📌 How does the EU respond to hybrid threats? The EU and its Member States have gradually transformed their understanding of hybrid threats into concrete policies, operational capabilities and coordinated response mechanisms. Its seems that MDO cyber economic security, resilience, capabilities, innovation and sovereignty are missing from the analysis and model. Why this happens year after an other again and again?

A useful framework, particularly because hybrid threats are rarely isolated events. Their real power lies in combining multiple tools across political, cyber, economic, information and infrastructure domains until the cumulative effect begins to weaken public trust and institutional decision-making. One additional dimension deserves emphasis: vulnerability. The same hostile tool may have very different consequences depending on the resilience of institutions, infrastructure and society. The challenge for the EU is therefore not only to identify actors, tools, domains and aims, but also to detect how separate actions are sequenced and coordinated before they cross the threshold into a wider strategic campaign.

Very relevant briefing. One of the most difficult aspects of hybrid threats is precisely their ability to exploit the gaps between domains: cyber, infrastructure, information, political processes and societal cohesion. The four-pillar model is useful because it shows that hybrid threats should not be analysed only through the tools used, but also through the actors’ strategic aims and the institutional vulnerabilities they seek to exploit. In this sense, the EU response will depend not only on resilience-building, but also on attribution capacity, coordination among Member States and credible deterrence below the threshold of armed conflict.

It maps actors, tools, domains and objectives, showing how interconnected today's security landscape has become. The next challenge, however, is moving from mapping threats to measuring the effectiveness of protection. Resilience should not only be designed—it should be demonstrable through measurable evidence, operational testing and continuous verification. In an era of increasingly complex hybrid threats, governance must evolve from describing risk to proving that protection actually works.
