ISA reform was meant to simplify and unlock a new generation of investors. Instead, we risk creating more friction, more confusion and ultimately, more cash. The ISA reform anti-circumvention rules are designed to stop people working around the reduced £12,000 cash ISA allowance from April 2027. Unfortunately these changes deepen the divide between saving and investing rather than removing it. New charges on cash held in stocks and shares ISAs, restrictions on transfers, and incoming rules about investment in money market funds all add layers of friction where we should be creating simplicity. Faced with more complex rules, I expect many would-be investors will default to what feels safe and familiar: cash. There’s also a risk of unintended consequences. Investors approaching major life milestones may feel pressured to de-risk earlier than they otherwise would, while others could adopt a ‘use it or lose it’ mentality with Cash ISAs, reinforcing (not reducing) the appeal of cash. At AJ Bell, we’ve long argued that the real prize is simplification. Imagine a system where consumers can move seamlessly from saving to long-term investing, rather than navigating artificial and complex boundaries between products. The direction of travel is right - encouraging more people to invest for the long term. But to achieve that, we need a framework that is intuitive, flexible and built around how people actually manage their money. A simpler ISA system would do far more to build confidence and genuinely improve participation in investing. Whilst I’m in the US for investor meetings, Rachel Vahey, AJ Bell’s head of policy, spoke on BBC 4’s Today Programme on this very topic, and personally, I couldn’t agree with her more.

I also agree Michael Summersgill - the right intent being poorly executed. The sector will need to invest in new procedures and systems looking largely internally when we are determined to encourage and help more people invest. A key leadership principle is the make the complex simple - let’s have a rethink so we can focus on reaching more people with a S&S ISA.

fully agree Mike. British savers are too entrenched in cash. What was publicised as a nudge towards creating a much needed investing culture in the UK has been undermined before it has even started.

100% agree too. If, you make the ISA product more difficult or complex to understand, you discourage some of the exact people who would benefit the most from an ISA.
