Independent validation of a path to utility-scale quantum computing is an important milestone for building confidence in the technology and its long-term potential. What makes DARPA’s Quantum Benchmarking Initiative (QBI) so essential isn't just the capital, it's the relentless focus on independent, bare-metal verification. Moving past software-level promises requires probing actual physical fault tolerance, silicon-level manufacturability, and hardware error correction under real-world conditions. As utility-scale quantum compute accelerates toward deployment, this same bare-metal validation framework must govern the surrounding sovereign infrastructure: •    The End of Soft Assumptions: High-stakes infrastructure, whether fault-tolerant quantum arrays or autonomous agentic workflows, cannot rely on probabilistic software wrappers or post-hoc auditing. •    Hardware-Anchored Resilience: Execution integrity must be enforced directly at the silicon floor through post-quantum cryptography, hardware-level error correction, and deterministic T=0 execution gating before bus or network commit.
