We have the Rules, but where are the Tools? 🇱🇰 Sri Lanka’s AI journey in 2026 is a paradox. We rank 95th globally in AI readiness, boasting a Readiness Score of 44.40/100. While we have successfully built the "legal scaffolding," our technical core remains largely empty. The Reality Check: ⚖️ Governance (70/100): Our strongest pillar. With the 2025 PDPA Amendment fully operational, mandatory DPIAs and citizen decision rights are now the law of the land. 📉 Data Maturity (30/100): A critical bottleneck. We are legally ready, but technically starved. 💻 Infrastructure (55/100): Budget 2026 allocated Rs. 30 Billion for digitalization. However, most is tied to legacy foundations like SL-UDI and GovPay - essential, but not "AI Power". The Critical Risk: Compute Scarcity Local GPU availability for startups is near 0%. Without Compute Sovereignty, our national AI strategy depends entirely on global pricing and foreign policy. We are currently just a wrapper for foreign clouds. The roadmap includes: 🤖 A Nationally-Owned LLM Built on Legal Foundations: Ukraine is developing a state-operated LLM based on Google's Gemma architecture, with a distinctive approach: training exclusively on legally compliant and consented datasets. This addresses the legal constraints government institutions face when deploying AI in public services. The model is intended to support AI assistants within Diia, educational applications, and administrative functions. 🏭 Diia.City 2.0: Strategic Sectors Only: The special economic regime is being restructured from a general IT framework to targeted support for strategic industries—robotics, microelectronics, bionic prosthetics, deep tech, and advanced manufacturing. Each sector receives tailored regulatory and fiscal treatment based on demonstrated export potential, employment generation, and GDP contribution. 💾 Semiconductor Self-Sufficiency: Recognising microchips as a critical dependency in defense technology, the government is establishing frameworks for domestic production of 20-120nm semiconductors. What major steps UAE is taking towards sovereign AI on its land apart from having support & tools from Global AI giants. ✔️ The Project Stargate and the state-backed group G42 are the cornerstones of the UAE's strategy to achieve "AI sovereignty". While these initiatives heavily involve global giants like Oracle and NVIDIA, the UAE is using these partnerships to build physical ownership of infrastructure on its own soil, effectively moving from a "consumer" to an "architect" of AI. ✅ Will Stargate and G42 lead to AI Sovereignty? Yes, according to current strategic plans, but through a model of "co-sovereignty". 1️⃣ Physical Control: The UAE is building its own data centers (e.g., the 5-gigawatt Stargate campus) to ensure data stays within its borders, governed by UAE laws rather than foreign jurisdictions. 2️⃣ Infrastructure as Power: By owning the "materials grid", the power, land, and chips - the UAE can dictate governance terms rather than renting capacity from abroad. 3️⃣ Sovereign-by-Design: G42's "Digital Embassy" concept allows other nations to use UAE-based compute while maintaining their own data laws, positioning the UAE as a neutral global hub for sovereign AI. ✅ Major Steps Towards Sovereign AI (Independent of Global Giants) Beyond just using foreign tools, the UAE is implementing several domestic measures to ensure long-term independence: - 1️⃣ Indigenous Model Development: The Technology Innovation Institute (TII) developed the Falcon LLM, an open-source series of models that allows the UAE to control its own AI "brain" without relying on proprietary Western models. 2️⃣ National Infrastructure Investment: The MGX investment company, launched with $100 billion, focuses on building the underlying energy and data center infrastructure necessary to support AI long-term. 3️⃣ Dedicated Academic Pipeline: The Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) is the world's first graduate-level research university dedicated to AI, aimed at creating a self-sustaining local talent pool. 4️⃣ Legislative and Data Governance: Federal Decree-Law No. 45 on Personal Data Protection establishes a legal "moat" that mandates sensitive government and health data remain and be processed within the UAE. 5️⃣ Energy Independence for AI: The project integrates nuclear, solar (e.g., Moro Hub Solar Park), and gas energy to ensure a stable, domestic power supply for massive data centers like Stargate. The UAE’s ambitious initiatives, particularly Project Stargate and G42, represent a pivotal shift toward achieving true AI sovereignty by prioritizing local control and infrastructure development.
