    AgriStack: The Next Digital Revolution or Another Pipe Dream? The government’s latest digital public infrastructure (DPI) project, AgriStack, aims to transform India’s agriculture sector. In the Union Budget 2024-25, Finance Minister Nirmala Sitharaman announced the implementation of AgriStack, a digital public infrastructure (DPI) for agriculture, over the next three years, integrating over 6 crore farmers into a formal land registry system. This follows the previous year's budget announcement of a Digital Public Infrastructure for Agriculture (DPIA), aimed at providing inclusive, farmer-centric solutions, enhancing access to farm inputs, credit, insurance, crop planning, market intelligence, and supporting agri-tech growth. The AgriStack initiative began in 2021 with the Ministry of Agriculture & Farmers Welfare, Government of India forming a task force to develop a digital public infrastructure framework. I also had privilege of participating extensively in the deliberations. This led to the India Digital Ecosystem Architecture (IDEA) and the creation of the Unified Farmers Service platform. IDEA was outcome of the foundation laid by the World Economic Forum's flagship program Artificial Intelligence for Agriculture Innovations (AI4AI). AgriStack seeks to revolutionize agriculture through advanced digital technologies, creating a unified platform consolidating various agricultural data sets. By leveraging data analytics, artificial intelligence, and other digital tools, it aims to enhance productivity, ensure better market access, and promote sustainable practices. One key feature is the creation of a unique digital ID for each farmer, linking comprehensive data sets including land records, crop patterns, soil health, weather forecasts, and access to credit and insurance. This centralization aims to provide tailored advice and facilitate direct benefit transfers to farmers. AgriStack's development started in 2021, with pilots in various states refining the system. Integrating applications like the government’s e-NAM, ITC Limited’s eChoupal, and NCDEX’s NeML, AgriStack promises comprehensive information on weather, supply chains, and warehousing. MoUs with companies like Microsoft, Cisco, Jio, Amazon, and Esri have further bolstered its development. AgriStack, part of the Digital India initiative 2015, has been in discussion since 2020. Its success hinges on overcoming challenges like the digital divide, data standards, governance mechanisms, privacy concerns, and last but not the least availability of adequate budget. Only time will tell if AgriStack can realize its transformative potential in the agricultural sector.

    At the IDB, we are committed to working with data to improve our projects and the technical work we do with countries. A great example is the new standardized and updated database that brings together annual statistics on agricultural productivity and input use, with comparability between 25 countries and across the years 1961–2021. The tool is aimed at researchers, policymakers, and development professionals who seek to monitor the evolution of agricultural productivity, assess efficiency in input use, and inform strategic decisions in the agricultural sector. 🔸The database is innovative because it includes three Total Factor Productivity indices — Hicks-Moorsteen, Fare-Primont, and Lowe — which allow for comparability between different calculation methodologies. 🔸It includes the new Sustainable Productivity Index, developed by International Food Policy Research Institute (IFPRI) and Banco Interamericano de Desarrollo, which analyzes productivity from an environmental sustainability perspective by considering unwanted outputs from the agricultural process. These advances are complemented by disaggregated data on inputs such as land, labor, machinery, and fertilizers from FAO and USDA, expressed in constant prices, standardized physical units, or as indices. All information is integrated into a platform with replicable methodologies, comparable data, and ready for analysis. In a few months, we will unveil a study on agricultural productivity that crunches the numbers with analysis and policy recommendations.   • From Farm Data to Food Security: How AI and India's AgriStack Are Transforming Agriculture India feeds 1.4 billion people, yet climate unpredictability, data lag, and resource inefficiency continue to threaten agricultural resilience—a challenge that demands intelligent, scalable solutions. India's AgriStack, a federated Digital Public Infrastructure often described as the "next UPI for farmers," now covers 8.48 crore unique Farmer IDs and integrates satellite imagery, soil health data, IoT sensors, and 30-year yield datasets to build a unified, data-driven foundation for AI-powered agriculture. By applying attention-based 3D CNN deep learning models on multimodal satellite time-series data, researchers at Ahmedabad University have demonstrated village-level wheat yield prediction for Mehsana district, Gujarat, achieving an accuracy of R² > 0.84—enabling procurement planning two months earlier and helping reduce input waste by 15–20%. Platforms like Bharat-VISTAAR now deliver multilingual AI voice advisories to over 140 million farmers, while automated insurance claim processing and precision irrigation recommendations are making tangible differences for smallholders across 604 districts. This research vision was shared at the National Symposium on Advances in AI-ML at Indrashil University, Kadi, on February 21, 2026, as part of an enriching academic exchange that brought together students and educators to explore the future of AI across critical sectors.     I just published a new article on something I think about a lot from the field in Cox's Bazar — whether AI and precision agriculture can genuinely work for smallholder farmers, or whether they will remain impressive pilots that quietly disappear when project funding ends. The short answer is that the technology is no longer the bottleneck. The institutional scaffolding is. The article argues that Bangladesh is at a genuinely interesting inflection point right now. The Krishok Card (Farmer Card) initiative — launched by the Ministry of Agriculture and implemented through DAE on Pahela Baishakh this year — is building something that AI-based advisory systems have always needed but rarely found: a comprehensive national farmer database linking land ownership, crop type, soil health, and financial identity into a single verified profile. When that data backbone exists, the quality of AI recommendations stops being statistical approximation and starts being actual precision. But data infrastructure alone does not change what happens in a farmer's field. That is where the Farmer Field School and the cooperative come in — and why I think these two models, far from being outdated, are exactly the institutional entry points that technology adoption in smallholder agriculture has always been missing. The article also makes a case I feel strongly about: that if MoA and DAE do not anchor digital tools within the next revision of the National Agricultural Extension Policy, the integration will remain fragmented. The pieces are there. The task now is to join them deliberately — with equity safeguards built in from the start, not added as afterthoughts.     Is India’s biggest agricultural digital transformation solving the right problem? India is investing ₹2,817 crore to build AgriStack—a nationwide digital infrastructure that aims to create a Farmer Registry, integrate land records, enable AI-driven advisories, improve subsidy delivery, speed up crop insurance, and connect farmers with digital services. The technology is impressive. But technology should never distract us from asking the more important question: Are we solving the real problems facing Indian agriculture? India is not short of agricultural data. We already have decades of information on: 🌱 Soil health 💧 Groundwater 📊 Cost of cultivation 💰 Farmer incomes and indebtedness 🚜 Crop production ⚠️ Farmer distress Yet many of our deepest challenges continue because they are fundamentally governance, policy, and incentive problems—not data problems. The article explores several critical questions: • Should land ownership be the basis for recognising a farmer when millions cultivate leased or informally rented land? • What happens to tenant farmers, women cultivators, tribal communities and landless producers who remain invisible in land records? • Can AI advisories improve farming if the underlying research, extension systems and policy incentives remain unchanged? • How do we prevent farm data from becoming another avenue for corporate concentration and commercial exploitation? • Can Farmer Producer Organisations and cooperatives become custodians of farmers’ data instead of individual farmers negotiating with large digital platforms alone? Digital infrastructure can undoubtedly improve service delivery. But a digitally efficient system that excludes the very people it is meant to serve is not progress—it simply digitises exclusion. AgriStack has enormous potential, but only if it is built around cultivators rather than merely landowners, community institutions rather than centralised databases, and farmer agency rather than administrative convenience. The window to improve its architecture is now. Once systems scale nationally, redesign becomes far more difficult. I would value your thoughts.
