Well done to everyone involved in delivering this exciting acquisition.Myron Osborne shared thisWe are happy to announce that the agreement for Urban&Civic to acquire L&Q Estates from L&Q is now unconditional and will complete shortly. “We were delighted to be afforded the opportunity to acquire L&Q Estates, a business that we have admired since the inception of Urban&Civic and with which we are fully familiar. The purchase presents a singular opportunity to integrate complementary projects and expertise, whilst also expanding our portfolio into key target geographies, most notably Milton Keynes. “It is simply infeasible to meet adequate housing targets in South East England without a greater contribution from strategic sites. The acquisition promises a step change for Urban&Civic and Catesby Estates as the new Government looks at immediate means by which housing numbers can be lifted. “Collectively, the enlarged group has gathered a lot of learnings to create best practice in amenity and landscape led master development. I expect this knowledge and experience to prove invaluable in the changed political environment. We can also help inject new competition into the housebuilding process by encouraging the participation of an otherwise apparently inexorably reducing number of SMEs across a broader range of projects. Wealden District Council Planning Committee followed the Planning Officer’s recommendation for approval, and resolved to grant outline planning permission at a virtual committee, with the final signing of the Section 106 taking place in April this year. The site known as Park Farm West includes 370 new homes, 35% affordable housing, extensive public open space and play areas including an extension to the existing Hellingly Country Park. Andy W., Senior Land Manager for Catesby Estates said, “Land to the north of Hailsham including our site, had been identified by the Council as a strategic location for growth.” “Our in-house planning, technical and consultation teams worked closely with the local community to deliver a sensitively designed development with significant community benefits.” “We engaged in extensive pre and post application discussions with both the District and Parish Councils, worked very closely with the Ward Councillor and presented to neighbouring Hailsham Town Council. In addition we also held two community events so residents could view plans and provide feedback on our proposals.” “Taylor Wimpey have already carried out public consultation on their Reserved Matters application, and we hope to see this development moving forward in the near future.” The landowners were represented by Leo Hickish and Oliver Robinson at Batcheller Monkhouse, and Lewis Harrison, Martin Cooper and Adam Lelliott from the South East Division worked on securing this site for Taylor Wimpey plc. Myron Osborne shared thisMyron Osborne shared thisA final parcel of 1.4 acres has been sold with outline planning permission by Catesby Estates to Cornwall Council for the development of a mix of 20 market and affordable homes off Binhamy Road, Bude, Cornwall. The site was part of Catesby’s original larger land interest of 57 acres, which was sold with outline residential planning permission for 450 homes to Bovis Homes in 2011. Catesby retained 3.6 acres, gaining detailed planning permission for a discount food store which was sold to Lidl in 2014. Planning was then granted for the construction of the 43,256 sq.ft Binhamy Retail Park in 2015, which adjoins Lidl and Morrisons food stores and construction was completed in 2017. The retail park which included occupiers B&M Stores & Subway, was subsequently sold in 2019, and an outline application with all matters reserved excluding access was submitted for the remaining residential parcel. Commenting upon the sale Andy W., Senior Land Manager at Catesby Estates said: “We are pleased to have completed this land deal with Cornwall Council, which demonstrates our ability to promote land that is attractive to alternative housing providers not just major and SME housebuilders.” “This final land parcel sale completes Catesby’s involvement with the site, of which just over 55 acres was held under an option agreement with the landowner, the rest being owned by Catesby unconditionally. The 14.9 acre site known as Sweeters Reach, off Loxford Road and Chilton Close has outline planning consent for up to 80 new homes, 30% affordable housing and public open space. This was a phase 2 extension to a 6.5 acre site of 55 homes which Catesby sold to Cala Homes in 2018, which has subsequently been built out and is now fully occupied. The land sale was head up by our Area Land Director David Harper, and the Catesby team who worked on bringing this site forward were: Victoria Groves, Myron Osborne, David Morris, Anna Parsons, Steve O'Grady, Jonathan Babb, Phil Partridge and Katie Yates. Myron Osborne shared thisMyron Osborne shared thisOvercoming The Challenge of Bringing Forward Homes in Horsham Catesby Estates are pleased to announce the planning appeal submitted for land at Rascals Farm, Southwater, West Sussex has been successful. An outline planning application for up to 100 new homes, 35% affordable housing and significant public open space was refused using delegated powers by Horsham District Council in July 2020. The refusal cited the principle of development with the Council claiming a 5 year housing land supply, along with harm to the wider landscape character. Catesby were represented by Sasha White QC at a virtual hearing held over 4 days earlier this year. In a decision issued this week, the Planning Inspectorate agreed that the site had limited impact upon the wider landscape character and the Council could only demonstrate a 4.2 year housing land supply. Thanks to Sasha White QC, David Neame, James Stacey, Colin Morrison and Clare Brockhurst during the appeal process. Victoria Groves, Associate Director of Planning at Catesby led the proposals on this site, along with Myron Osborne, David Morris, Phil Partridge, Jonathan Babb, Steve O'Grady, Laura Aldridge and Katie Yates. #landpromotion #planningpermission

Myron Osborne shared thisMyron Osborne shared thisWe are delighted to announce the sale of Lollesworth Fields, East Horsley to Taylor Wimpey. Catesby Estates has been promoting the 14.2 acre site at Lollesworth Fields, Ockham Road North through the Local Plan process for its removal from the Green Belt since 2013. The site has outline planning permission for 110 new homes of which 40% will be affordable housing, along with new public open space. The site is in a highly sustainable location, just 250 metres from the railway station and village centre. The Local Plan was adopted in April 2019 and identified the site as suitable for release from the Green Belt for approximately 100 new homes. Three High Court challenges were submitted, claiming the Council and Planning Inspector had failed to demonstrate the exceptional circumstances required to remove land from the Green Belt. These were dismissed in December 2019. Following extensive public consultation with Guildford Borough Council, both East and West Horsley Parish Councils and local residents, an outline application was submitted. Guildford Borough Council’s Planning Committee followed Planning Officers recommendations for approval and granted outline planning permission last year. Over the years this has been a real team effort from all the Catesby in-house disciplines from land, planning, technical and design, to consultation and finance who have all played a key part in helping bring this site forward for housing - Myron Osborne, David Morris, Jonathan Babb, Phil Partridge, Dawn Adams, Laura Aldridge, Steve O'Grady and Katie Yates. Lollesworth Fields will provide a range of much needed sustainable new housing for East Horsley, which benefits from excellent commuter links to central London. This is a logical site for development in a highly sustainable location. Based on the level of enquiries we have already received from local residents about this site we expect demand to be high for the new homes delivered by Taylor Wimpey. Many people who grew up in the village have been unable to find a home due to it being a highly desirable and expensive place to live. With 44 of the new homes being classed as affordable housing, it will enable many local people to take their first step on the housing ladder. Myron Osborne shared thisMyron Osborne shared thisCatesby Estates has successfully completed the sale of the first phase of a residential development site in Crowborough, East Sussex to Dandara Ltd. The site located north of Walshes Road in Crowborough was originally granted planning with a condition imposed to restrict development to 85 dwellings as a result of Wealden District Council’s (WDC) approach to planning applications in the context of the Ashdown Forest. This approach was changed following the Inspector’s examination of the now withdrawn Local Plan. Subsequently, Catesby submitted a Section 73 Application, which was approved last year by WDC to increase the number of new homes from 85 to 100, including 35% affordable housing and public open space. A phase 2 of this site has also exchanged with Dandara Ltd subject to planning. This is due to complete later this year, following WDC’s Planning Committee resolving to grant outline planning permission in December last year, for 130 homes, with 35% affordable housing, significant public open space and substantial off-site highways improvements. Myron Osborne shared thisMyron Osborne shared thisWe have successfully completed the sale of a commercial development site at Longhedge, Salisbury to Max Flowers Ltd. This is in addition to the 65 home site, with 40% affordable housing sold back in October to the Vistry Group. The commercial site has good road links and is located close to the existing village and new neighbourhood centre and will provide 29 small employment units which will be available for rent or purchase by local businesses. Using delegated powers Wiltshire Council granted detailed permission planning permission earlier this year. Whilst Catesby are better known for bringing forward residential sites, we are equally alive to other development opportunities where we can maximise land value for our landowners, whilst also delivering additional facilities for local residents and businesses. This small bespoke commercial development is a really good example of Catesby delivering additional employment and business facilities, where strong demand has been demonstrated by the Council and the local community. Andy W. dealt with the land sale and Dawn Adams led on planning. They were supported by Jonathan Babb, James Findlay, David Morris, Myron Osborne, Katie Yates, Phil Partridge and Laura Aldridge.

Showing a 29% decline in RP activity buying s.106 plots BUT 76% INCREASE in activity on land-led, grant-funded schemes. Therefore the takeaway for me is for HMG to introduce new policy to allow housebuilders to switch s.106 rented to either (a) discounted market sale in order to unlock stalled sites and/or (b) to commuted sums whereby the money could be used to further drive the tailwind behind land-led schemes. The proposed changes to the NPPF have been covered in detail quite widely on here already. Taking a step back: Some of the current thinking around viability policy seems completely detached from how development actually works. You can’t regulate schemes into being more profitable. You can’t policy-write finance costs away. And you definitely can’t force capital to deploy into returns it doesn’t believe in. If (the possible new NPPF) policy starts from the position that “developer profit is too high” and needs tightening, the real-world outcome isn’t more affordable housing. It’s fewer schemes. Fewer planning applications. More stalled sites. Less investment into UK housing delivery. Development isn’t a theoretical exercise. It’s risk capital making forward bets into uncertain markets, planning risk, build cost risk and sales risk. Those risks have increased in recent years. If you squeeze returns below what investors consider viable, capital doesn’t renegotiate. It leaves. The uncomfortable reality is this: If we want more housing delivery, policy has to work with development economics — not against it. Otherwise we risk designing a system that looks better on paper but delivers less in the real world. There must be some sensible people looking at this in government but it feels like the government are kicking developers whilst they are already down and we will end up with even less delivery than we have now. Surely they can’t be serious? (and don’t call me Shirley)
