South Africa has turned invasive-plant removal into a national restoration effort. Across the country, workers have been cutting down invasive trees and plants that consume vast quantities of water, crowd out native vegetation and alter ecosystems. The work has also created thousands of jobs, linking restoration with a major social need.
Working for Water, a government programme launched in 1995, leads the effort to clear invasive alien plants from catchments, riverbanks and other water sources. The programme was created in response to a problem that was easy to overlook: some plants were not merely occupying land. They were changing how much water remained available to rivers and ecosystems.
According to the
World Resources Institute, Working for Water has cleared more than one million hectares of invasive plants since its launch in 1995 while creating thousands of jobs in landscape restoration. The programme has become one of the most ambitious efforts to combine ecological restoration with employment creation.
When invasive plants threaten the water supplySouth Africa is among the most drought-prone countries in the world and receives a mean annual rainfall of roughly 464 mm, less than half the global average.
In such arid conditions, the introduction of invasive plants can lead to much more than the extinction of indigenous flora. Among the worst examples of invasive plant species are trees such as pine, eucalyptus and acacia. While the original purpose of bringing in these species was either for wood, firewood, shade or soil stabilisation, in other areas where they are not indigenous, some have proved highly invasive.
The plants can consume large quantities of water through their roots and release it into the atmosphere through transpiration. Their effects become especially important in catchments, where the amount of water entering streams and rivers is closely linked to the vegetation growing across the landscape. The World Resources Institute has estimated that invasive alien plants in South Africa consume between 1.44 billion and 2.44 billion cubic metres of water each year. The plants are also estimated to reduce national streamflow by nearly 3 per cent, with the impact becoming more severe during droughts.
A conservation programme that became a jobs programmeThe scale of the problem made it impossible to rely on conservationists alone to clear the plants. It is an arduous process of clearing dense stands of invasive trees and requires many visits because the trees can grow back in cleared areas. Working for Water has made use of this situation to create a major job creation scheme for the country. The job-creation programme trained and equipped workers to clear invasive plants from river catchments, wetlands and other ecologically sensitive areas.
The approach was important because clearing the plants was only the first step. Invasive species can return if seeds remain in the soil or if nearby populations continue to spread. Long-term management is therefore needed to prevent cleared areas from becoming reinfested. According to South Africa's
Department of Forestry, Fisheries and the Environment, the approach has expanded beyond the original effort to remove invasive plants. The department's environmental employment programmes have expanded beyond invasive-plant removal to cover a wide range of conservation efforts. These include working for Water, Wetlands, Fire, the Coast, Land, Waste and Furntech, among others. Together, the programmes combine environmental restoration with job creation, skills development and livelihood opportunities.

The water returns slowlyRemoving invasive trees does not instantly restore a river. Recovery depends on factors such as the location, the species removed, rainfall and the condition of the surrounding catchment. When water-hungry vegetation is cleared, more water can remain available for streams and rivers, while native plants can begin to reclaim the landscape.
The benefits go beyond water supplies. Invasive plants can increase fire risk, contribute to erosion, displace native species and alter habitats along riverbanks. South Africa’s programme is therefore about reducing the damage caused by alien vegetation. Yet the programme shows how restoration can create jobs while protecting ecosystems and water resources. South Africa’s experience offers a wider lesson about invasive species. Their impact is not always immediately visible. A tree may appear harmless while consuming water that would otherwise continue downstream. By removing such vegetation at scale, the country is tackling an ecological problem whose effects are often hard to see.
