This is the first formal NAIAC report, and covers the first year of our three-year appointment. The
report is parsed into four major themes: (1) Leadership in Trustworthy Artificial Intelligence; (2)
Leadership in Research and Development; (3) Supporting the U.S. Workforce and Providing
Opportunity; and (4) International Cooperation. Under each theme, the committee offers a number of objectives for engaging with AI, from the logistical (e.g., “Bolster AI leadership, coordination, and funding in the White House and across the U.S. government”) to the innovative (e.g., “Create an AI research and innovation observatory”). In total, NAIAC presents 14 objectives. Because this report is intended to be actionable, objectives are tied to recommended actions. These actions entail creating and organizing federal AI leadership roles; standing up research and development initiatives; training civil servants in AI; increasing funding of specific programs; and more. The Product Management and Society Playbook was designed as a reference guide for those building products in the public interest. This playbook is inspired by the Harvard University course, “Product Management and Society: Building Technology in the Public Interest” (DPI-678M),” taught by Kathy Pham, and reflects a collaboration across public interest technologists who have built, invested in, and regulated technologies in service of the public interest. Public interest technology has been defined by the Ford Foundation and New America as a field “made up of technologists who work to ensure technology is created and used responsibly. These technologists call out where technology can improve for the public good, and sometimes question whether certain technologies should be created at all. Technologists are defined not only as engineers, but also include those individuals and organizations with strong perspectives and expertise on the creation, governance and application of technology—from designers to legal experts to artists, activists, and members of communities where technology is deployed.”

This special issue interrogates the meaning and impacts of “tech ethics”: the embedding of ethics into digital technology research, development, use, and governance. In response to concerns about the social harms associated with digital technologies, many individuals and institutions have articulated the need for a greater emphasis on ethics
in digital technology. Yet as more groups embrace the concept of ethics, critical discourses have emerged questioning whose ethics are being centered, whether “ethics” is the appropriate frame for improving technology, and what it means to develop “ethical” technology in practice. Show less
