Tom Rawlings reposted thisTom Rawlings reposted thisSCOTUS Strikes Down Party Coordinated-Expenditure Limits In a 6-3 decision today, the Supreme Court struck down FECA's limits on coordinated expenditures between national party committees and their candidates, overruling FEC v. Colorado Republican Federal Campaign Committee, 533 U.S. 431 (2001). National Republican Senatorial Committee v. FEC, No. 24-621 (U.S. June 30, 2026). Writing for the majority, Justice Kavanaugh said the ruling allows political parties "to participate more freely and compete more fully in the political process, and to coordinate more closely with their candidates.” What changes: No Limit on Coordination: National party committees can coordinate without limit with their candidates, using hard-money funds. This likely ends the era of national party “IE units.” State Parties Benefit Too: Unlimited coordination with their federal candidates, including unlimited hard-money transfers from national committees, and the court’s rationale should stop State’s from imposing similar restraints on state candidates. Anti-Circumvention Rationale Weakened: It's no longer a sufficient standalone justification for campaign finance restrictions, a holding with reach well beyond coordinated expenditures. Firewalls for Vendors Need a Second Look: how political vendors services parties, their candidates, and outside PACs is going to be changing – and that means revisiting engagement agreement language and internal firewalls. This isn’t the end of Super PACs: Coordinated party spending is still subject to hard money limits; but both sides have enough HUGE-donors that the trend towards single candidate superPACs and those raising in excess of $1 MM/donor will continue. She does a great job of demonstrating how, when it comes to investigating problems within your own organization, the road to hell is often paved with good intentions.Tom Rawlings shared thisMost organizations that run a flawed internal investigation don't set out to run one. They set out to handle a problem quietly, efficiently, and without outside involvement. The problem is that quiet, efficient, and without outside involvement describes an institutional protection process, not an investigation. Tuesday's post on the Virginia Tech Title IX ruling catalogued what institutional capture looks like in practice: declined evidence requests, steered complainants, undisclosed ex parte submissions, hearing officers applying the wrong standard. None of that required bad faith. It required a process that was structurally positioned to produce a particular result. The question every organization and its counsel should answer before the first interview is scheduled is not whether the organization can investigate internally. It is whether anyone will trust the result. Complainant, accused, insurer, regulator, public. The summit featured presentations from Hon. Rosemarie Aquilina, Tom Rawlings, attorney and Kids Alive International Board Member, and Judge Juan Orlando Calderón Sierra. Kids Alive International was also represented by President & CEO Corbey Dukes and COO Rachel Davidson. Tom Rawlings liked thisIt has been a wonderful time serving Prison Fellowship - originally in governmental affairs and finishing my tenure spearheading the Legal Department's creation and expansion. I pray the Church will heed the call to minister to those incarcerated and change lives by redeeming souls, one person at a time. You'll find when you step into the prison yard that Jesus is already there, and so is His Church. It is humbling, truly humbling, to see redemption and encounter Christ behind bars. It is not goodbye so much as stepping out into a new calling and partnering with my friends at Prison Fellowship externally through my local parish, rather than internally. A Call to Action: Congressional appropriations oversight is essential to ensure agencies promptly obligate and spend funds as Congress directed - delays translate into REAL harm for people relying on critical services. As The Guardian reports, the Justice Department has not allocated nearly $90 million appropriated by Congress for trafficking survivor support, and more than 100 provider organizations have lost funding since October. This puts survivors at heightened risk while investigations and support services stall. Congress needs to do its oversight job NOW and constituents should urge their members (especially appropriators) to demand full, transparent implementation.

The Overconvergence of Self-Dispatched Responders During Active Assailant Events The Department of Justice has identified a consistent pattern across after-action reports from active assailant events: uncoordinated, unrequested self-deployment of responders, particularly law enforcement. This behavior introduces operational friction at the exact moment discipline and structure are required. The consequences are predictable. Scene confusion increases. Responder and civilian safety degrade. Available resources for concurrent or follow-on attacks decrease. Critical ingress and egress routes become obstructed. The 2017 Hollywood International Airport shooting illustrates the scale of the problem. The after-action report found that nearly 70 percent of the more than 2,000 responding law enforcement officers were neither requested nor needed. Only two SWAT teams were requested. Eighteen responded. A significant number of officers self-deployed while off duty. Recent incidents show no improvement. In multiple events, officers have self-dispatched from distances exceeding one hour, bypassing closer personnel who were not requested. This reflects a failure of command discipline, not a lack of willingness to respond. This is not a staffing problem. It is a leadership problem. Agencies set expectations. Agencies enforce standards. If personnel continue to self-dispatch without consequence, leadership has accepted and embraced the risk and problems they cause for incident commanders.
