We have completed the sale of a 14.8 acre site with reserved matters planning permission for 96 homes at Rascals Farm in Southwater, West Sussex to Barratt Redrow. The site, located south of Southwater, will provide a range of 2, 3, 4 and 5 bedroom homes of various types (apartments, terraced, semi-detached and detached houses). 35% of the homes will be affordable, of mixed type and tenure, with priority given to local residents or those with a local connection. Detailed planning approval was secured following a 2024 Reserved Matters application for 96 homes, including the provision of an off-site water neutrality solution being approved at committee in August 2025. This innovative solution to water neutrality ensures that any new dwellings do not increase the rate of water abstraction for drinking water supplies, above existing levels. This followed an outline planning permission in August 2021, which Catesby secured after a successful appeal to the Planning Inspectorate. Horsham District Council had refused the 2020 application using delegated powers citing the principle of development, but this was overturned following a four day Public Inquiry, where the Planning Inspectorate agreed that the site had limited impact upon the wider landscape character and that the Council could only demonstrate a 4.2 year housing land supply. This was the first appeal decision in the District at that time which confirmed that the council could not demonstrate a five year supply of land for housing. A further Public Inquiry was held by the Planning Inspectorate into an application from a local resident to West Sussex County Council to register the land as a Town & Village Green, which would have protected the land from future development. Catesby robustly objected to the application resulting in a Public Inquiry being held in 2021. The report issued by the Inspector following the Inquiry found the applicant’s case had failed on all counts and should therefore be refused. This site highlights just how complex obtaining planning permission can be! Stuart Field reposted thisStuart Field reposted thisEvery year the Catesby Estates team come together for a day of volunteering and teambuilding. For 2024 we selected volunteering with the Sussex Wildlife Trust as we have a number of land sites located within their region. We spent the morning with part of their team at Seaford Head Nature Reserve in East Sussex carrying out a beach clean. Seaford Head is one of the best places to enjoy spectacular views of the Seven Sisters chalk cliffs and Cuckmere Valley, and is home to many nationally rare and significant species of plants, birds and insects. After a quick safety briefing we set to work recording and submitting our findings to the national marine conservation database, which enables them to collect valuable information on the litter found on our beaches. We collected and disposed of over 25 kilos of waste which included everything from coffee cups and bottle tops, to cable ties and food wrappers. The afternoon was then spent with Buzz Active participating in some very wet and very competitive team raft building challenges! This was a great opportunity to get to know some of our new colleagues better, who have joined the Catesby team as a result of the recent L&Q Estates acquisition by our parent company Urban&Civic. #landpromotion #teamcatesby #teamwork #volunteering #workingtogether #teambuilding

The high-quality development will also include a pedestrian crossing, landscaping, and a children’s playground. The development will be enhancing the existing public right of way and opening up part of the site to the public for recreation space as well as providing a locally equipped playground and an area set aside for biodiversity net gain. Stuart Field liked thisStuart Field liked thisIt’s been a busy few days… or, if I’m honest, a busy few years in the planning world. Somewhere along the way, I realised I hadn’t taken a proper day for myself in a very long time. An early morning dog walk before the heat, the nursery run, then a bike ride out to Lichfield and back. But the real highlight was attending #PintsAndPonytails. As a proud Girl Dad, I like to think I’m hands-on. But doing my daughter’s hair has always been one area where I’ve felt out of my depth. I can manage a ponytail, but braids, plaits and space buns aren’t exactly skills most dads are taught. So I was delighted to see Pints and Ponytails in Brum. I spent my lunchtime with a great group of dads, learning from Mat and Lawrence how to tackle a range of hairstyles over a pint. Am I suddenly a hair-styling expert? Definitely not. Will there be plenty of wonky braids and uneven partings? Almost certainly - especially as my daughter refuses to stay still! But every attempt is another opportunity to spend time together, and that’s what really matters. I’m glad I took the day. I learned a new skill, met some great people, and hopefully I’ll be a little more useful the next time my daughter asks for a braid.

The scheme represents part of a wider allocation in the Charnwood Local Plan, and will deliver up to 70 homes (including affordable homes), green space, a play area, and off-site footpath and highway improvements. Despite being an allocated site, a number of issues were debated at the inquiry, which also involved two Rule 6 parties. I gave #planning evidence, with other expert advice provided by: David Kemp - Strategic Masterplanning (Allocation) Richard Hall - Urban Design (Appeal Site) Steven Weber - Ecology Peter Wharton - Arboriculture Ben Hunter - Education Tony Goddard - Drainage A special mention and thank you also to Jade Jenkins for providing planning support to me but also supporting the team generally in making the inquiry run smoothly, and Louise Ward for putting together such a great team! #expertwitness #success #teamwork #appeal

Peter is Joint Head of Chambers at No5 and former Joint Head of our Planning and Environment Group. Called to the Bar in 1992 and appointed Silk in 2020, he is recognised as one of the country’s leading planning practitioners, appearing regularly at public inquiries and in the High Court across England and Wales. There is cautious optimism that we have begun to see the wheels of change moving in relation to the provision of more badly needed residential land. The Government approved the Revised National Planning Framework (NPF) in April this year which sets out the agenda for accelerated housing delivery. The NPF focused on more accurate population growth projections, infrastructure delivery and climate and environment. The Minister subsequently wrote to City and County Councils in May advising them to take immediate steps to prepare for housing growth and to prepare for a review of development plans. The Minister has now published the NPF Implementation: Housing Growth - Guidelines for Planning Authorities. These Guidelines provide scope for local authorities to open up their development plans to zone more lands for residential with a new target of 55,598 units per annum and allowing for a headroom provision of up to 50% in excess of this baseline growth requirement allowing for a potential of 83,397 units per annum. Prior to amending the development plans, Councils are advised to carry out a Settlement Capacity Audit to identify zoned serviced/serviceable lands with residential development potential in all relevant settlements, specifying enabling infrastructure, for example wastewater network or treatment infrastructure, energy infrastructure, roads or public transport capacity and in the case of enabling social infrastructure, schools provision and community facilities. This could be an area where service deficiency hinders government plans for housing growth. Nevertheless, in July, the Government also published the revised National Development Plan which included equity funding of €10 billion to 2030 to fund large strategic projects in energy, water and transport. €2 billion in equity funding is also being provided to Uisce Éireann in 2025 to enable the delivery of 300,000 additional homes to 2030. The ball is now firmly with Local Authorities to continue this momentum however, we will have to wait and see if there will be any push back as was evident in the timely release in early May of the Draft Greystones / Delgany & Kilcoole Local Planning Framework (LPF) 2025 where residential lands around Delgany were de-zoned and residential lands on the northern fringes of Greystones were pushed out as ‘Priority 2’ residential. #knightfrank #developmentland

"The Housing Secretary, Steve Reed, has announced some policies to be consulted on as part of the revised NPPF to speed up suitable planning applications for development within a reasonable walking distance of well-connected train and tram stations; alongside changes to call-in which will require councils to notify the Secretary of State where they are likely to decline applications for 150 homes or more; and removing the mandatory requirement for public inquiries for called-in applications. There are also proposals to reduce the requirement for statutory consultation and to remove Sport England..."
